Candidate Forum: Lucy Cooper for Police Jury District 3

LUCY COOPER
MY NAME IS LUCY COOPER; I AM A CANDIDATE FOR POLICE JURY DISTRICT 3. MY GREAT GRANDFATHER, JOHN D. GLEASON, MOVED TO PLAIN DEALING IN 1860 AND MY FAMILY HAS LIVED IN BOSSIER PARISH EVER SINCE.
I WAS BORN AND RAISED IN PLAIN DEALING AND HAVE SPENT 60 YEARS IN BOSSIER PARISH. IN 1995, AFTER 20 YEARS OF SERVICE, I RETIRED FROM A BOSSIER CITY BASED COMPANY THAT HAD OVER 200 MILLION IN SALES
ANNUALLY. I SERVED AS CONTROLLER AND EXECUTIVE VICE-PRESIDENT. FOR THE PAST 16 YEARS I HAVE BEEN PRESIDENT AND OWNER OF COOPER’S COUNTRY CORNER WITH OPERATIONS IN NORTH BOSSIER AND EAST
TEXAS.
AS POLICE JUROR YOU CAN DEPEND ON ME TO:
  • BE COMMMITTED AND WORK HARD. MY FAMILY HAS BEEN IN BOSSIER PARISH FOR NEARLY 150 YEARS
  • ADDRESS ZONING ISSUES. SPECIFICALLY I BELIEVE THAT SURROUNDING PROPERTY OWNERS SHOULD
  • HAVE THE SAME APPEAL RIGHTS AS PROPERTY OWNERS REQUESTING ZONING CHANGES.
  • MAKE DECISIONS THAT PROTECT THE VALUE OF OUR HOMES.
  • RESPONSIBLY SPEND THE TAX DOLLARS OF THIS PARISH AND VOTE TO RETURN UNUSED TAX REVENUE TO IT’S CITIZENS.
  • SUPPORT CHANGES IN POLICE JURY MEETING TIME. EVENING MEETINGS ARE MORE ACCESSIBLE FOR
  • HOMEMAKERS AND BUSINESS PEOPLE.
  • PARISH WIDE ZONING WILL BE CONSIDERED DURING THE NEXT FOUR YEARS. SPECIFICALLY THIS WILL
  • PROHIBIT, AS CURRENTLY WRITTEN, THE SMALL BUSINESS OWNERS FROM OPERATING A BUSINESS FROM THEIR HOMES. I WILL VOTE TO PUT THIS ISSUE BFORE THE VOTERS.
  • WORK DILIGENTLY TO FUND AND REPAIR THE OPEN SEWERAGE BEING DUMPED INTO THE FLAT RIVER CREEK OFF LINTON ROAD. THIS PROBLEM HAS EXISTED FOR OVER FOUR YEARS.
  • BE AVAILABLE TO AND RESPONSIBLY AND COURTEOUSLY RESPOND TO THE CITIZENS.
BOSSIER PARISH AND SPECIFICALLY DISTRICT 3 ARE GROWING AT AN UNPRECEDENTED RATE AND IT IS VITAL
THAT WE BE REPRESENTED BY QUALIFIED AND EMOTIONALLY COMMITTED LEADERS.

SHOW US THE MONEY
TWO YEARS INTO THIS POLICY JURY TERM, 2009, WE WERE FACED WITH A 6.5 MILLION DOLLARS DEFICIT. DURING THIS TIME YOU WILL RECALL OUR HOMES WERE ALL “RE-ASSESSED” AND PROPERTY INCREASED AS A RESULT. THIS VOTER NOW PAYS 25% MORE. WHY? THE CURRENT POLICE JURY ELECTED TO INVEST $25 MILLION DOLLARS IN CYBER INNOVATION CENTER (CIC) TAXYPAYERS WERE TOLD THIS INVESTMENT WOULD BRING 10,000 FAMILIES TO OUR AREA, PROVIDE JOBS AND CREATE NEW OPPORTUNITIES FOR US.
WHAT DID WE BUY? A BEAUTIFUL BUILDING AND 58 ACRES. TOTAL INVESTMENT BY STATE, BOSSIER CITY, AND YOU AND ME IS OVER $107,000,000. THAT’S 107 MILLION DOLLARS. SO FAR WE HAVE NOT ADDED
FAMILIES, NEW JOBS, OR OPPORTUNITIES AND THERE’S TALK OF INVESTING MORE MONEY IN THIS VENTURE. AS YOUR POLICE JUROR I WILL NOT VOTE TO SPEND MONEY AT THE RISK OR CREATING DEFICITS. I STRONGLY BELIEVE THAT WHILE THE GOVERNMENT IS NOT IN THE BUSINESS OF MAKING MONEY THEY MOST CERTAINLY SHOULD NOT BE MAKING DEFICITS.

  1. I question your statements regarding Cyber Innovation Center. CIC has created jobs; very high paying jobs, and continues to grow. CIC is getting ready to expand because virtually all of its space is leased. Some of your ideas, such as affording adjacent property owners greater consideration in zoning matters, are commendable, but you are misinformed on the CIC issue. Be very thankful our officials had the foresight to make the committment to bring CIC here.

  3. CIC was going to be CCC, with 10,000 direct jobs and as many as 30,000 new citizens in our area. That did not happen, now all of the City and Parish officials are trying to turn a White Elephant into a race horse. It will never come close to fulfilling all the promise that it held at it's inception. Face it, our leaders counted chickens before the eggs were even laid!
    By the way, how much space is leased by 8th Air Force on a temporary basis? Who will fill all that space when they leave???

  5. I agree with the Cyber Command statement. That was a piss poor decision on Bossier City, Bossier Police Jury, and the State of Louisiana, even after they were told not to invest money. The Cyber Command is not what it was promised. CIC hasn't come close to putting a dent in unemployment, by creating new jobs. Anon at 916, sounds like a politician looking for re-election.

  6. Sounds like Ms. Cooper is for illegal trucking companies in nice neighborhoods and storage building units on Liton road backing up to new subdivisions. Looks like she would want to keep District 3 a nice family type enviroment that we all have enjoyed for years.

    Yessiree, they're beating a path to Bossier City just to put an office in the CIC.

  13. @anonymous 4:28, New to Bossier Parish, huh? CIC stands for Cyber Innovation Center, and it is a government boondoggle of a magnitude which ordinary citizens who consider millions of dollars to be real money just can not comprehend. When the federal government was talking about the possibility of basing a "Cyber Command" at Barksdale, the local politicians got stars in their eyes, and came up with the CIC as a way to spend the billions of excess tax dollars that they imagined coming their way.

    If you hear any politician say that the CIC is a success you are hearing a bold face lie. We will never get our money back out of that building. At least in none of our lifetimes. It typical politicians who would rather lie to the public than admit a mistake. They will try and go out there and do photo ops and talk about all the great programs they have but the building is virtually empty. And when the air force leave, it will be empty. What is bad is that they are talking about building another building. That is why they need to be voted out of office fast before they try and construct another $100 million empty building.

It is an outrageously expensive office building that is the same silver color as computers were during the time that it was designed, and it has some silver colored plastic columns sticking out of it at weird angles. This was supposed to make it look "hi-tech". The Air Force rented some of the office space there on a temporary basis as a consolidation gesture when the "Cyber Command Center" was based in San Antonio even after our local politicians built this big fiasco building.

  18. What an unkind remark to make. I don't care who the person is; he/she gets credit for attempting to be part of the solution. My pet peeve is those who attack the personality of the candidate...attack issues all day but not the person. I know you don't care about my opinion, but I care about the feelings of the person being attacked.

  20. I THINK 'ALL CAPS' IN THIS CASE IS CALLED "WRITER'S EASE" WHICH MEANS SHE CAN DO AS SHE PLEASES TO GET HER MESSAGE ACROSS IF THAT IS WHAT IT TAKES. GOT FOLKS ATTENTION. ABOUT TIME SOMEONE HAS THE COURAGE TO STAND UP AND SHOUT ABOUT WHAT NEEDS TO BE DONE. AT LEAST SHE IS PAYING ATTENTION AND TRYING TO DO US BETTER. WHERE IS THIS CIC WASTE PROJECT. NEVER HAVE SEEN IT.
