You are a fine example of that.<br /><br />I am a Shreveport Police Officer and for Civil Service reasons, I cannot say who I am, or what position I hold at SPD.<br /><br />Let's disect your delusional thinking:<br /><br />The size of the department does matter as to how long it takes you to promote up the ranks. There are those at the top that have to leave before others below them can advance. As you pointed out at the end of your post, which appearently you did not absorb, there is a Lt. retiring from SPD who hired on in 1989! Retiring after Twenty-two years at only this rank? One would think that he should have attained a higher rank, but hasn't due to those above him refusing to retire.<br /><br />As of right now, there are 38 officers of high rank with almost 30 years on that could (should) retire, but do not. There are tons of reasons why they don't (ex-wives entitled to HALF of their retirements, poor retirement planning, etc.) that have caused them to have to hang around and pay for their lack of planning, which causes a backlog at the department and no advancement.<br /><br />When McConnell said that he was nine out for Sgt., there were eight officers in front of him that ALL PASSED the test! The only way that he can promote past or around them is if those in front of him decline the position for advancement to Sgt. There are reasons for not doing so (good days off, off-duty gigs, day shift) which all can be taken from you when you promote up. The Chief of Police usually sends new Sgts. to evening or night shift patrol for the administrative experience.<br /><br />Currently, about 5-8 officers are promoted to Sgt. per year!!! (if we are lucky) The Civil Service test for Sgt. expires every 18 months. If you are waiting to promote to Sgt. and the promotional exam scores expire, then those on the waiting list have to test over again. There is always the possibility of others who did not take the test the last cycle or those waiting on the list to score higher the next time. If this occurs, then of course your placement on the list can get bumped up or down. Either way, just because you are next out to promote to Sgt.,does not mean that it will happen in a timely manner. Again, there are a lot dynamics at play here. Try not to act like you know anything about Civil Service law. It is obvious you don't.<br /><br />As for your comments about Martin, Rittenberry, etc. I don't guess it has occurred to you that those guys may not want the hassle of the Sheriff's position. To throw their names out there as some type of stumbling block shows that you open mouth - insert foot.<br /><br />Just so you know, McConnell has been gone from SPD almost three years now. The department just promoted ONE that was ahead of him to Sgt. last Monday. Everybody else had to take the Civil Service promotional exam for Sgt. last week because the scores expire next month. If he were still at the department he would have almost 18 years on and still waiting for advancement.<br /><br />The next time you yammer on as if you know something about what we do, don't. Remember this: While you are asleep in your bed with your family safe behind locked doors, there are those that ensure that your world still spins when you awake in the morning. Those guys are the ones who rarely get any thanks for what they do. Under civil service you don't make rank until the person ahead of you does, it is a senority based plan. There are over 530 officers on the Shreveport Police Department which acounts for the slow progression. Now you know about civil service. <br />It has nothing to do with being a "fireball". My record stands on its own. In less than 8 years he has gone from selling big rigs to a position so high that Larry Deen had to make up up a new title for him, the only one in the entire state, Undersheriff. It seems as though he has had everything in the department handed to him on a silver platter. He has no idea what it would even be like working with the very deputies he now wants to lead. He has very little experience down in trenches working crazy shifts, missing family events, and receiving no overtime pay or comp time, yet he wants the support and respect of deputies and families that have endured it for many more years than he has even been working in law enforcement. Hmmm?<br /><br />Julian Whitington has much more experience than Undersheriff Dempsey, but he was also Larry Deen's right hand, go to, man for 20 years or more. If elected would Julian really be willing to make the changes necessary to get the department back on track for the voters and employees? Would most things just stay the same because it is comfortable for him since he has had a hand in running it that way for the past 20 something years? I'm afraid the necessary changes would not take place under the hand of Julian Whitington, after all he's been there for more than 20 years and is a contributing party to how things ended up where they are today.<br /><br />Mike McConnell might not be as politically savy or as polished of a speaker as the other two guys, but he is honest, driven, and experienced. I believe he stepped on a few toes here earlier with his statements regarding his training and experience, but I'm sure he was just laying out what he brings to the table and was trying to show how many people in the current administration lack much of the training that is so readily available because they are not in the Larry Deen inner circle of annointed ones. I can forgive McConnell for his unpolished statements because of his willingness to be open, honest, and straight forward.<br /><br />I think open, honest, and straight forward is what is needed at the Bossier Sheriff's Office after how it has been run for the past 20 years.
