Bossier City Police Chief Mike Halphen delays retirement

Bossier City Police Chief Mike Halphen has announced that he will delay his retirement, which was scheduled to be effective in February.
The chief said that due to the announcement last week of the budget crisis and the layoffs, that he will remain until an undetermined time. Further than that, he didn't indicate what his plans were.

  4. Would you believe that a "driver" made $53K in 2008 plus $20K in overtime that year? The total overtime paid in 2008 was enough to cover the regular salary of all firemen they want to cut. Hmmmm

  7. Just to make sure everyone knows I have never had a driver and would never will. I have not been out of town in over a year. Check public info records instead of posting false posts. I have no idea where this started but is false. I still back up Officers on a calls if I am out of the office. I have the best Pd ever and love them. Proud to be the Chief. Glad you are fighting for them.

  9. It does not or should not matter at this time what the Chief is planning to do. The main focus should be to keep our police officers on the street, and the fire fighters in the stations. The Mayor of Bossier City should look elsewhere,it should not be the ones who are keeping our people safe. Whatever the Chief decides to do, I am sure we will know when he is ready to tell us, and if by some chance he decides to run for Sheriff, good for the Parish, he would do a much better job than the one we have now.

  11. Kudos to you Chief for having the guts to come on here and state your position! You and your department are in my prayers. Anyone with any sense knows that you have no control over the budget and will do what is in the best interest of your officers!

  12. deen has done a great job as sheriff, i dont think halphen could make much of a run at him, but we will see i guess

    im not sure what the poster was suggesting would be public information on the driver issue? i did notice in the times database there was a total of roughly $345, 886 (rounding down) payed out in overtime in 2008 alone for the BCPD. assuming they paid out about that much (pro-rated) so far in 09, we are looking at over half a million bucks JUST IN OVERTIME. maybe the chief can splain that public info-with a G.E.D. from Parkway it shouldn't be too tough

  13. Hard to imagine how you could avoid some overtime. Are you going to pull officers off a major accident, robbery or shooting investigation because their shift is ending. The answer to less overtime is more officers, not fewer.

  15. sure overtime may be unavoidable at times. but i think it ultimately comes down to being able to manage a large group of officers in a way that falls within the scope of the budget (not dipping into the coffers). no one can argue that bossier wont be less safe with fewer officers. if we had 5000 officers bossier would be really safe im sure. but we have to have a population of officers that fits within the scope of what we are trying to do within the budget we have to work with. how many aggies does it take to screw on a light bulb? the problem with halphen is outside of his role as chief, he has no management experience. what we have is two brothers in charge of the bossier police and fire departments, who decides who gets fired and who gets to stay on. frankly i hope they could all stay on and we keep clear of pie in the sky (done deals) like cybercommand. we need someone with a business mind to work this mess out-i dont think halphen is the one to do it, nor lo walker-so i guess we are all in trouble

  18. This name calling has gotten way out of hand. Families are struggling as it is. Laid of city workers will only compound that problem for Bossier. They city as a whole will suffer when these individuals can no longer spend money and contribute to the local economy. Ever heard of a trickle down effect? The chiefs are not to blame. They do not control the budget and have managed to work well within it for years. Direct your anger at the ones responsible, mayor and city council. Now get off your asses and let them hear your voices. Your either part of the problem or part of the solution!

  19. the poster regarding halphen's alleged driver is FALSE, according to public records posted online by the Times. ZERO officers received anything close to 20k in "overtime". the largest amount of overtime in 2008 was $14,382, and he was a guy making 40K. Not sure where you got your info but i would suggest getting your facts straight. if you have a problem with halphen at least present factual information. he deserves that

  20. Not all of the cops in Bossier City are "hot heads". I believe the cops in Bossier City do a great job. They risk their lives every single day to make our City a safe place for us to work, live and raise our children. For that, we should be thankful. No one can blame the Chief for this, and if these police officers are lucky enough to get some overtime every now and then, good for them, it is not like they are making a fortune. If someone has a wreck right before shift change, are the cops not supposed to answer the call because they will have to work late? Come on people, sometimes things happen and people have to work overtime, sometimes it just cannot be helped. The bottom line is if layoffs have to happen, they need to happen somewhere other than the police department and the fire department, don't put the citizens of the City at risk.

  21. Listen up Bossier. No crime is going to go unsolved or no fire will go unattended because of the layoffs. Its called trimming the fat. Every city in the history of citys has had to have layoffs at one time or another. Every business in the history of businesses has layoffs as well. Wake up and smell the coffee, we are living in bad economic times. Where's the crys for help for the GM workers, IT professionals, financial institutions, and oil field workers just to name a few. I'm sick and tired of hearing all of this crying because of layoffs. Its happening everywhere. Are you blind until it hits in your own backyard? Face it, your local republican government has failed you! What a surprise.

  22. "don't put the citizens at risk"? what puts us all at risk is our tax dollars being spent on an over zealous police department. how many bossier cops does it take to give a speeder a ticket in bossier? usually 2 to 3 patrol cars!!! i would say they dont have enough to do if you ask me

  24. This is to the anonymous commenter for 10-20-09 @ 2:59 pm. Keep in mind that you are not the only one paying taxes that go towards the paychecks of our local police officers. They have to pay the same taxes out of their checks as you do yours, so quit acting like you are such a victim. That is such an overplayed statement. And another thing, Bossier City is a safe and beautiful city for a reason, and that reason is because it is stocked with as many public safety personnel as it has been in years past.

    1. my dad has never had a driver and he nearly never goes out just so he can avoid stupid people looking for him to a mistake and jump his ass
    2. whoever that was that posted the comment earlier posing as my ad is false. i have no idea who that was
    3. if you dont support him< keep it to yourself. Im am still in highschool and think its ridiculous how some of you grown-ups love to criticize others and talk about how they cant do your job. If you spent one day in his shoes you would go crying home about how stressful your day was and how you could never do it again. and i know damn well that none of y'alls job description nears his one bit.
    4. as of for his plans of retirement? nothing! he ha been on the force for over 20 years and worked his way to spot respectfully. No election bullcrap, just honest hardwork. what would you do after that? relax! and thats exactly what he plans on doing.

    now that i have said my part, i hope i have cleared some things up. and for you people who do nothing but criticize other people, shove it and go worry about something like your garden needing to be watered. get a grip and act an adult. if you have no say in the city then stay out it, simple as that.

  27. Chief Halperin was a racist and corrupt Chief. The known misuse of Bossier citizens funds is common knowledge. His affair with specific personnel (one) was covered up along with his covering up the death of a black male in the hands of the police. He won't be missed by the community that is Bossiers largest - the Black community is happy to see his corrupt overpaid legacy finally end. The truth hurts and racism does too. He was sworn for equal justice for all but behind doors used racist comments to promote strife. He will not be missed.

  28. Bossier City needs change and to eliminate positions should happen on a bloated Police Force. Halperin couldn't/didn't carry out things necessary to advance our great City - good riddance...we need change and he is part of the bloated (physically) bureauracy. We need to trim taxpays costs and the fat and enter a new a age of service and protection...Bossier is more dangerous now than years ago - see yah Halperin.
