City council to address street maintenance questions

The Times has a good article this morning about streets in Bossier City, and the situation being faced by some residents who have discovered that their street is their expense.
Streets in subdivisions, if they are not dedicated to the city, are the responsibility of homeowners.
In practical terms, this means that if your street needs repairs or paving, guess who has to pay for it? Not the city.
Very few people, when buying a house, would even think to check to see if the streets were dedicated. It’s just not on people’s radar.
Bossier City Council President David Jones said "I know by the letter of the law we're supposed to tell them tough luck, but I don't know if that's the right answer on this," he told the council.
Jones proposes that no more private streets be built in the city, and agreed with Councilman Scott Irwin that the city conduct a study to see how many private streets exist in the city limits and how the city can address the problems.
Hopefully, there won’t be too many and the city can move to help the homeowners.

  1. Do research on who built the subdivision -

    look at laws at the time - buildind code -

    probably didn't want to be inspected by the city so they said lets do a cheap road - then we will be long gone and city will have to fix it if breaks -

    that is exactly what will happen -

    what are the lots their assessed are they less because of private street

    probably so - now city comes to rescue

    this Town and leaders are a joke

    Check to see if Carriage Oaks Crossings has private streets. That is where David Jones lives and I bet if it does then that is why this is an issue. There are a few gated neighborhoods in south Bossier that have private streets and I bet that's why Scott Irwin is involved as well.

  4. I thought neighborhoods with private streets have homeowners associations. If they want the city's help then what they can do is the city can fix the street and the homeowners' association can repay the city through a payment plan.

    I actually live in Abbey Place (not gated) The neighborhood in question is Stockwell Estates. The MPC Laws allowed this to happen. The MPC has to changes the laws for approval and that has happened years ago because of this neighborhood.

  11. Guys, Guys, Guys,
    This has nothing to do with the city council or the MPC.. This has to do with a developer who screws the people. This also happened with the same developer in a South Bossier neighborhood that started a homeowners association with only him in the association and when all the lots were sold stopped paying the bills that bought the street lights. No one new NOTHING about this either. The people in the neighborhood had to step up and start paying the bill. Yes you are right, these are cheap streets because he didn't wont the city inspectors on his butt. His name if you were wondering-----ROBERT AIELLO.

    Robert Aiello has been doing shady deals like that for years in Bossier City and no one seems to stop him or seems to want to stop him. The question is did he break any laws and if so is anyone going to hold him accountable? You could be a stand up guy and tell everyone who is accepting campaign money from Robert Aiello. I know he gives to Larry Deen but I'm sure thats not all.

What's even funnier is a Bossier City councilman, who had his fingers in screwing up the finances in Bossier City calling someone else crooked. Now that is ironic.

  14. If you even followed the Bosier City Council you would know my position on the budget over the past years. And now is not the time to bring you up to speed. No he didn't break any laws in this subdivision. He or the Realtors should have told the people prior to selling the lots or the houses. They are several other subdivisions like this around the city.

    They actually are in the city limits with city water and sewar and paying taxes. But when developers build subdivisions with private streets the city can't be responsible for them. I certainly agree with Mr. Jones, we would like to help these people because I believe they were screwed, BUT by law we legally can't do anything. We need to get with the MPC since they approve subdivisions and they DO NOT COME TO THE COUNCIL on this, and possibly see if we can pass an ordinance saying if developers want to be annexed in the city limits they MUST meet all of the city standards.

  18. Who is on the MPC and how do you become a board member? Bubba, you seem upset over this situation. So let's get some names out there and start holding people accountable. I agree with you on this situation though. If no laws were broken then the city can't get involved but the information should have been made available.

  24. Really??? I come here once in a while when I need a good laugh. For those who don't serve their community in some public service roll, shut up! If you can fix a problem, run for office or work with your elected official to find a solution. You'll see how thankless these jobs really are. I know these public service people you refer to here and they serve the community for a crappy check that doesn't pay for the gas to get to the meetings! Other than the Sheriff, most do a good job keeping Bossier moving forward while the surrounding parishes are failing! Let's take David Jones for example.........call him what you may, but you armchair quarterbacks that finally found a blog club that you can't get kicked out of will never be remembered for squat, while he wil be credited (along with many others) for great successes that separate Bossier from surrounding parishes! Anonymous posting is chicken-s#%$! Tonight I choose to join you cowards to protect my family from the only problem in the parish...........Larry D.

    You are right. Sometimes public service can be a thankless job. But here is where your misunderstanding. The public is angry because Bossier City was heading in the right direction so we thought. Then one day we turn on the television and the mayor is on there telling us we are 6 million dollars in debt and that police and firemen are going to be laid off. The public asked questions but did not seem to get any answers. I know because I was at that city council meeting. I watched how the council members atttempted to dodge the questions. I also remember the mayor barely saying anything. The public then started taking notice of the spending. Parking garage, Cyber Command, CNG gas stations, investments that we will not see a return on for quite sometime if ever. And the results...40 fewer police on the streets, 40 fewer firemen, fewer city workers, and higher taxes. We the people of Bossier love this city and thats why we are so angry. The mayor and members of the city council are in their 2nd term or longer. They were re-elected with little or no opposition. We trusted them so there is your Thank You. All we asked for in this situation was someone to accept responsibility or at least for someone to be held accountable. We got neither. You say run for public office if you think you can do better. Well Im sure there will no be a shortage of candidates next time around.
