Videos of City Marshal Candidates speeches at South Bossier Assembly online

The Northwest Louisiana Tea Party Alliance has videos of the speeches of Lynn Austin, Carl Richard and Sammy Wyatt at the South Bossier meeting last night.
Seems to me that all three gave good presentations.

If you think Lynn Austin is an unethical man - watch the video - i dont think anyone can question his integrity or qualification - if there is a person with more integrity or character in this race - i have yet to see him - and even for all the bloggers in every camp - watch the videos and it will be apparent who would serve the marshall's office best

  3. I attended the meeting last night and was impressed with all of the candidates. It would be hard to pick one over the other. Carl Richard did give more information about the internal workings of the Marshall's office since he is more familiar with it. I was disappointed with the turn out though, you would have thought that it would have been standing room only for such an important race.

  4. All 3 were impressive. Carl seems to think Shreveport office has been managed better than what Johnny Wyatt did for Bossier. He should probably stay and Shreveport and wait his turn at that office. Like Sam Wyatt said, "If it ain't broke don't fix it"

  6. I've been leaning toward Sammy Wyatt, and saw nothing in the videos to change my mind. The other two gave good talks too, and it is good to be able to see them and hear them in something other than a short commercial.

  8. Just an observation, I think if Richard had been in the Bossier marshal's office all these years he would win outright. I don't think working in Shreveport helps him much over here.

  10. This is too funny!! Guess who else is really a great speaker and tells the people what he thinks they want to hear on a video? Action indeed speaks louder than words!!Carl spent his entire adult life working in the City Marshal Office, and has taken every course or Law Enforcement training available for the City Marshal Office to prepare him for the office of City Marshal. He is the MOST QUALIFIED for this position with almost two decades in this Office, not the police dept, not the mayors office but this office. This will be his one and only retirement from Bossier, not his second, not his third, his first! The only Lifelong resident of Bossier City with deep roots into the community of Bossier.

  11. I think Austin missed out when he didn't do the first round of Tea Party interviews, but he made up for it with this.
    I really didn't know a lot about him until this video. Just from the videos, they all sounded good.

    For the record, Mr Austin will not collect a whole retirement check when he leaves the Marshal's office. Call the City HR and Ask. It just adds to the current retirement. Nothing wrong with that if the man wants to continue serving Bossier City as a fine leader. No one is counting how many years each candidate has lived in Bossier. They have all been here for years. So, It is irrelevant.

Why would Austin with just two years to retire for the third time even seek the office of City Marshal?or better still, why not stay under the protection of the Mayor's Office for the two short years?? OH! OH! I know let me answer! The Regime needs to have one of their OWN in this very important office! They are all about Control! Glen Beck would just love to look into this!!

    I believe you. I believe that is part of the reason he is running. Johnny died on a Friday night, Lynn was running for office on Saturday. They for sure do not want Sammy in there looking over there shoulder. They are not eorried about Carl at all. I would have kept the Glenn Beck comment to yourself though.

I'm sure they are all good men and have their own reason for running, so just vote your choice and may the best man win! Our opinions are not going to sway anyone, give the people a break, in this day and time they pay attention and they are really smart!I wish all the guys and their families Well during this Trying time in the fish bowl!

  31. Richard is clearly the most knowledgeable candidate, plus he is fiscally responsible. He has some great ideas. You may not like him personally or you may be closer to one of the other candidates, but he was the only one who got up and spoke about the day to day duties of a marshal's office.

    Wyatt thinks the marshal's office is a little police department. It's not. It serves the city court. And he slammed the administration prior to Johnny. Some of those deputies are still around. It may be true, but that was a dumb thing to say during a campaign.

    And Austin, I don't even know what he said. Something about riding horses and how him and Johnny saved people during the hurricanes. And he said he had to be talked into running and how it was a hard decision. A high ranking Bossier official told me at Johnny's funeral Austin was already preparing to run.

  39. @10:24 Although I never have had to, a lot of people have to file personal bankruptcy these days. It does not make them bad people.

    Richard was the only one to mention giving money back to the taxpayers, or better yet, giving money back to the police and fire departments to put more police officers on patrol and firefighters on the fire lines. He realizes the purpose of the marshal's office is to serve the court and that it is not an extension of the police department.

    If Richard did file personal bankruptcy, that's not a real concern of mine. But as a life-long Bossier City resident and voter, I continue to be concerned about how we keep putting these politicians in office that build kingdoms with our tax dollars. It is refreshing to hear a candidate talk about giving some back or putting it to a better use.

  40. Lynn Austin and a friend of his were slayed on this site for a solid week. Now, when Bankruptcy is being discussed, we are quoted scripture and being told to play nice. I won't talk about a horse, but here is a metaphor for you: What is good for the goose is good for the gander.

    You are absolutely correct; Filing for bankruptcy does not make you a bad person. It does make one question Mr Richards ability to mangage the budget of the Marshals Office effectively.

  41. Did anyone notice that Lynn Austin said he wants to further expand the Marshal's office to tackle crimes against the elderly?

    He didn't say a thing about what the Marshal does. He told stories about traffic congestion, about Katrina, about how safe South Bossier is, but nothing about the Marshal's office. It's not a crime fighting office, it serves the court. Period.

    If 7-8 other agencies are involved in internet crimes program, why is it always touted that if the Marshal's office didn't do it, then nobody else would?

    It's a red herring.

  44. For everyone who thinks the marshals office just serves papers, you are mistaken. They are security for City Hall and City Court. They actually have more power than the police as they have legal authority on both civil and criminal laws. They execute arrest warrants for and with the Bossier Police Department. They are often sworn in by the US Marshals office and serve as arresting deputies for out-standing arrest warrants in Bossier and surrounding parishes. When the Bossier Police Dpt. is in a personnel crunch or a natural disaster hits Bossier, they call upon the Marshal's office to aid them in patrol. These deputies are highly trained law enforcers.

  45. Austin's idea to include crimes against the elderly within the current infrastructure of the task force is brilliant. Adds no overhead and most likely will stop the elderly from getting dupped on internet schemes. This is more rampant than you think.

    Good idea and reveals alot about his conservative innovation. He didnt create the marshalls office, he's just gonna make it better.

  46. I got tired of hearing Carl Richard talk about "how they do it in Shreveport" I think he should stay over there. It makes sense to me for the patrol officers to deliver bench warrants since they are in the neighborhoods anyway. Why have an additional manpower to do that when they could be working on something else. Really liked Lynn's idea of investigating crimes against the elderly!

In case you don't know, that is the same group of convenience store owners who were busted just a few months ago for drugs, drug paraphenlia, money laundering, under-age alcohol signs and selling fake goods among other various crimes.

For the person who made the comment that Lynn Austin was campaiging at Johnny Wyatt's funeral: I do not hardly believe that the son of Johnny Wyatt would be supporting Lynn if this rumor had any truth. His son just wants to make sure that the next Marshal loves and cares for this city as much as his father did, and Johnny's good work will continue on.

  53. I know that Carl Richard was promising people jobs after Johnny Wyatt's funeral. He has been wanting to run for years but knew he could never beat Johnny.

    The reason he wants to scale down the responsibilities of the Bossier Marshals office to that of Shreveport's is because he couldn't handle it. He has nothing but failed businesses and obviously poor finance skills. The man has no place in a leadership role. He should stick to serving papers and writing reports...like they do in Shreveport.

  60. Richard has stated in all his interviews that he will NOT FIRE OR LET GO ANY OF THE EMPLOYEES OF THE CITY MARSHAL"S OFFICE. He stated that he is actually aware of the position they face and honors and respects their right to vote the candidate of their choice with no repercussions what so ever, HELLO THIS IS AMERICA!!

  68. It seems so obvious that one camp of supporters is more worried about Mr. Richard with all the untruths they are trying to spread. I have nothing against any of the candidates, but found it unbelievable that Mr. Austin would stand before the audience and state he had done nothing wrong. How can he justify the emails which if reported from the news sources are correct and allowing help from his friend on the gaming board. He should have addressed those ethics issues if he had done nothing wrong.

    Regardless of how well-trained, equipped and professional the deputies are, the fact is the marshal's office is not a police department. That agency is funded by our tax dollars to serve the city court. Why have a duplication of services? We have a police department we pay to police, so the marshal's office should concentrate on serving the court. It's the same to me as if the utilities department started a task force. It's just not their job.

In the parish, the sheriff's department performs the duties of the police department and marshal's office. Why can't the police department be given these duties and save the taxpayers some money?

  73. Someone please explain to me what Austin said that proves his leadership abilities or his qualifications to be marshal. All I heard about is how safe south Bossier is, how him and Johnny saved the world from the hurricanes and some gibberish about riding a horse.

    And he wants to add the elderly to the task force. I wonder if he has any idea how many elderly folks surf the web. I don't, but maybe he does. I wouldn't think that would be a big problem. Just asking . . .

  76. I think of Carl as the Fred Flintson of Bossier City. How can someone who has filed bankruptcy as many times as he has, manage any type of office? (Deleted) He seems to wants Bossier City to become a part of the Shreveport office, he always seems to compare and get all of his experience from them. With his speech in South Bossier this was the bases of his experience.

  77. Richard's comparisons to Shreveport were very informative to me. He was pointing out that an agency that does so much more than the BCM (because of the size differences between the two cities) does it with only nine or so more employees. In other words, the BCM is overstaffed. And I don't get the impression he would fire anyone, but I would like to see him downsize the agency through attrition and give back to the taxpayers.

If people would sit back and just listen for a moment, with an objective ear, they too may see that he gave the most information about how the City Marshal's office works. Now, don't you hot heads get your feathers ruffled. I can't vote for any of the candidates because I live in a different parish and attended with a friend.

  80. A vote for Lynn Austin (former police chief) is an endorsement of Lo Walker. Mr. Austin was CAO of Bossier City during the budget fiasco. I haven't forgotten that the whole thing seemed to be a ploy to rid Bossier City of police and firefighter positions. We have since been told that Bossier has no deficit-have these positions been refilled? From the literature handed out during the campaign it seems that Carl Richard is the only one who has any knowledge of what the City Marshal does.

  83. there is some talk on the blog about doing away with the marshals office, which shows how uniformed some of the voters really are as to the importance of this unit to the city, and that it is a state law that for each city court, their must be a city marshal for that court. In 2009 the Bossier Marshal's office brought in $1,992,252.00 to the City of Bossier that was collected from fines and probation. That is a lot of money!

  85. each of these men a reason for running, but Lynn Austin is saying that he is running just to serve in an effective and efficient way. Does he mean it? You bet, he has publicly stated, on the record, that he will cut his salary by 40 percent. The only reason he is taking a salary at all is because it is a state law that he marshal must make more than the second in command. He is taken one cent more. Will the rest of the canidadtes accept the same pay, especially the one from Shreveport who is so concerned with the budget and number of employees in the marshal's office. Which, by the way, his number is exaggerated.

  86. Voters, Marty Carlson wrote an excellent article explaining what the marshal's office duties are and why and how Johnny was able to expand the duties of his office. You can read this article in the March 9-19th issue of The Forum and you can pick it up for free all over the city. If you read this article you will see what an excellent and highly trained staff of officers Johnny commanded. Johnny Wyatt always greeted you with "hello, what can I do for you today?" He expected and demanded the same type of attitude from his staff and officers, and if he didn't get it from you, you could not,and would not, stay in his employment. He had a passion for the city and especially for the children everywhere.

    I don't know so I am asking . . .

    Isn't there a state law that prohibits a retiree from earning another salary in the same retirement system more than a certain percentage of his retirement salary? The law I am thinking about I believe is around 50%. But that may not apply to an elected official. And it may be the marshal is in a different retirement system than the police department.

    Anyway, before I give Austin credit for cutting his salary I want to make sure he would not do so because of the law and then giving the voters the impression he would do it out of being a good steward with the taxpayers' money.

  89. I am not up on the details of the retirement issue, but someone earlier posted that according to the statutes, he will not be able to draw a whole retirement check from the marshal's office. Lynn Austin is in the phone book and you can feel free to call him. He will answer any questions you have. I do not say this in a malicious or sarcastic spirit, but just letting you know he will openly and honestly answer any questions you may have.

  93. Lynn Austin is not giving up any of his salary. He is only saying that because people are talking about all the retirements he receives. He could have given up some of his CAO salary to help save police officers and firemen but he didn't do it. He is just saying things to get elected. Carl is doing the same thing. He says he wants to reduce the number of employees but I know of two people he has promised jobs to if the vote for him.

  94. I thought the austin speech was well done, but having said that all of the speeches were. I know of a guy right now that leads a lot of people that is an excellent speaker, but knows nothing about running a country.

    I was a humored by austin's comments defending himself as being one of the good ole boys that the good ole boys cleaned up bossier city and the strip. He went on to say how shreveport use to be the safe place to go, now its the opposite...don't go to shreveport. I suppose he really believes this fallacy, however if you look at the bigger picture its quite obvious the demographics have changed dramatically in the last 30 years. It reminds me of New Orleans/Metarie area...where the "has" moved to Metarie and out of new orleans where the housing market became old and the people with money moved to metarie. The Bossier police are not more qualified or better managed than the Shreveport police-they are pulling from the same pool of folks in the area with comparible compensation packages.

    I guess if you want to take credit for a fine police force you have to take credit for some of the outrageous stuff that has gone on with BCPD, like shocking prisoners into confessions with a cow prod-if u don't believe that happened do your homework, the guys were sent to federal prison after the city tried to cover it up.

  96. I would like to know what role Austin had in cleaning up the Bossier Strip. Credit has always been given to Henry Brown for that. And it seems like the mayor and some police officers went to prison, or at least were charged, for taking payoffs from the bar owners back in the 1970's. Those are the good old Bossier boys I remember.

Just read the Candidates Push Cards and decide who you like the Best and Vote for them!!Don't beat yourself up because your opinion is not valued or shared! It's the negative way you present it, not all opinion givers are bad some are really civil and interesting. The voters have their own opinion, and do not need yours! But thanks anyway!!

    Some posters are mean-spirited or have other motives but a lot of us who read and make comments on blogs like this like to debate the issues. It's not as simple as "just vote for who you want to win and shut up."

    And I always get a kick out of posters like you who think these comments are ridiculous (lower case r), but you come to these blogs and read them anyway.

  99. I chuckle when I read some outrageous claims. They point more to the messenger than the person to whom the aim is directed. My unsolicited advice would be to remember what my Pappy always advised me: "Don't wrestle with pigs...You will get dirty, and the pig will like it." I hope that especially Carl Richard and his family will remember this advice. He is the most qualified by far; therefore, the scared supporters of his opponents are hitting below the belt.

  102. Let me see, Austin cleaned up the Bossier Strip, saved us from two hurricanes. Does he have a S on his chest? He arrested two pedophiles? That in it self is a joke. He worked how many years in juvenile and he arrested two? I'm sure if someone looked into those two, he did not do the investigation and he was not the arresting officer. I doubt very much at all he worked 24 hour shifts at the Century Tel during that time. Big ego thats it

  103. I BELIEVE IN HIS SPEECH I HEARD HIM SAY ONE OF THE ARRESTS WAS A FEMALE TEACHER THAT WAS HAVING SEX WITH A TEENAGE BOY WHILE HE WAS WORKING AS DIRECTOR OF SECURITY AT THE SCHOOL BOARD. SO, AS A POLICE OFFICER, HE ONLY MADE ONE PEDOPHILE ARREST.

  104. Victor Stassi, the Marshal before Johnny, only had police department experience. He ran a good office. Johnny Wyatt had virtually no law enforcement experience (I think he used to do "ride alongs" with the BCPD in the 70's) and he did a great job. So prior experience isn't a "must".

  107. I watched all three videos and don't remember any of them mentioning a pay cut. The only one who mentioned anything about cutting back and getting rid of the wasteful spending was Richard.

  113. To March 20th poster wanting to know about the candidates past records. Only 1 has an arrest record. Only 1 has filed bankruptcy. Only 1 candidate has a record of failed personal business ventures. Only one cadidate has been under investigation for forging a DA's signature to fix tickets for his friends, by the way, this story is documented through the Shreveport times.

  116. Are you denying that he has been arrested for DWI, that he has filed bankruptcy and that he indeed did forge a Caddo DA's signature to numerous tickets. I will be glad to email you the Shreveport Times article if you would print it. Of course, that is not going to happen.

  117. He had a DWI when he was 18. As to the tickets, the AG didn't chose not to charge him. In the USA you are innocent until proven guilty.
    I know nothing about his bankruptcy, I'll take your word for it.

  118. Richard was not charged because Caldwell had the muscle to get it dropped. It does not change the fact that he did the deed and it is not legal to forge a district attorney's signature. If you are going to break the law, how can you enforce the law?
