Bossier election 2014 - Where's the Money?

Candidates have filed the reports that are required 30 days before election by the Louisiana Ethics Board disclosing contributions and disbursements.
I checked out the ones affecting Bossier's two big races, for DA and for City Marshal.
As expected, incumbent Schuyler Marvin has a huge financial advantage over Whit Graves. Schuyler went into the election with a hefty war chest of $282,396.87. He has received contributions of $166,665.27 and has spent $189,397.60, leaving $250,837.70 on hand.
During the reporting period Whit has $28,454.63 in contributions, has loaned himself $15,000, and has disbursements of $16,152.77, leaving $24,747.23 on hand.
In the race for City Marshal, Jim Whitman has collected $107,105.97 in contributions plus a $6,950 loan to himself. His disbursements are $77,654.95 leaving $25,710.05 on hand.
Since the incumbent, Lynn Austin, is not running, Whitman is the de-facto incumbent. He works for the Marshal and has his endorsement. During the special election to replace Johnny Wyatt, at this point in the race Austin had $90,800 in contributions compared to Whitman's $107,105.97. Equally interesting is the fact that Carl Wayne Richard, in that election at the 30 day out point, had only $7,700. This time around at the same point he has contributions of $36,431.79 along with a $23,000 loan. He has disbursements of $41,686.40, leaving him with a total of $18,173.51.
In the 2011 election, Lynn Austin won outright with 54% of the vote. Carl Richard had 30% and Sam Wyatt 16%. Lynn Austin is a former police chief and city CAO. Jim Whitman is an employee of the Marshal's office and doesn't have the high profile that Austin enjoyed. This race is also much more financially balanced between the two candidates.
I won't make a prediction, but I do believe that it is a squeaker.

  4. Time to bring some intelligence to the blog. Let's look at history of voter turnout first. In 2002 Marvin received 19,985 votes (51.4%) while Boggs received 18,866 votes (48.6%). Marvin received 12,154 votes in Bossier Parish (46.2%) while Boggs received 14,134 votes (53.8%). A total of 26,288 votes were cast in Bossier Parish in 2002 and a total of 27,468 votes were cast in Bossier Parish in 2010 so we can expect no more than 30,000 votes to be cast in Bossier Parish in 2014. Whit won 49 percent of the Bossier Parish vote in Dec, 2012 against Nerren. Let's give Whit the benefit of the doubt and says he gets 55% of the vote in Bossier Parish for 16,500 votes (30,000 x 55%). Marvin gets 13,500 votes (30,000 x 45%).

    Marvin carried Webster with 62.3% of the vote in 2002 and will easily carry 65% of the Webster vote against Graves. In 2002 Marvin received 7831 votes in Webster Parish (62.3%) and Boggs received 4732 votes (37.7%). In 2002 12,563 votes were cast in Webster and in 2010 12,363 votes were cast in Webster. Let's assume in 2014 12,250 votes are cast in Webster with Marvin getting 7962 votes (12,250 x 65%) and Graves getting 4288 votes (12,250 x 35%). The final results of the election would be Marvin 21462 votes (50.8%) while Graves gets 20,788 votes (49.2%). Sorry guys this is simple mathematics. Graves is also not going to get close to 55 percent of the Bossier Parish vote. Simply a pipe dream to believe otherwise. Please let me know if further explanation is needed. --Dr. Scoop

    1. Mr. Poop, this would be accurate if all things were equal. However, what you have not factored into your dream is candidate Marvin who has no scruples and at least no ethics, makes sweetheart deals, does not treat all people with respect even those who work in the courthouse, whose supporters slice tires, tear down signs. He will have the support of those big land owners who he has done favors, but that Mr. Poop is the extent of it. He even rehired a wife abuser and had a good police officer fired. Do I need to go on...I think not.

  9. "Where's the money?" seems fitting if you look at Graves campaign finance report. It says he only spent about 6,200 dollars on signs? That doesn't make sense with the large number of signs he has out there. But maybe he has a super secret way of printing them up really cheap--- I noticed that he bought them along with T-shirts from a company that shares the same address as his house? And that company only started existing this July? And that company is his wife's company? So his wife started a sign printing and t-shirt business in their house that has figured out how to make signs cheaper than anyone else? Is money being hidden or are campaign ethics laws being given the end around or is there some kind of illegal alien labor going on at Graves' home? Inquisitor minds want to know!

  12. If a DA chooses what to enforce and what not to enforce, he or she is essentially creating law by themselves without being a member of a legislative body. Drug charges are routinely lowered as well, just like the DWI charges. Charges that should require some jail time are reduced low enough to just pay a fine. Again, is that justice?

    I'm just going to mention that also in this district, a man killed his wife, hid her body in the woods and was allowed to plead guilty to manslaughter. He can be eligible for parole TODAY with manslaughter. That would NOT have been the case if he had been found guilty of 2nd Degree Murder as he had been originally charged. He would have received a mandatory life sentence. Out of respect to that poor family, I won't go into details that have already been made public.

    At the beginning of my letter to you, I mentioned that millions of dollars are being spent by politicians with their eye on a congressional seat. Recently, our DA was heard to say that he had the largest "campaign war chest" of any DA in the state. As impressive as that sounds, I have to ask why do people donate that much money to a person unless they expect much in return. "Our DA", as it says on his political signs has an opponent that obviously doesn't have that much monetary support. Why? Because he doesn't have a history of using his powerful position to help his supporters. Whit Graves just wants the job of DA in order to do what Henry Brown trained him to do when he graduated from law school, prosecute law breakers fairly, but firmly. Did you ever hear Judge Brown brag when he was a DA about how big his campaign war chest was? I don't think so. Why? Because he didn't need big contributions to keep his job. He kept his job because he did his job. It's just that simple. He had the grass root support of the people of his district because he was a tough prosecutor in both parishes and everybody knew it. When Mr. and Mrs. Newt Brown of Dixie Inn were killed, the killers weren't allowed to plead guilty to manslaughter. Whit Graves was trained under Henry Brown and would prosecute like Henry Brown did. All he is asking for is a chance to do what he had been trained to do.

    Now in the last days of this campaign, you can expect to be bombarded with ads, and yes, I don't look forward to that anymore than you do. You'll hear about what a great conviction rate the current DA's office has. Numbers don't lie, you'll hear. Just remember how those numbers were compiled because now you know. Charges were dropped in return for guilty pleas to lesser offenses than the original charge. Anybody can get convictions that way. You'll see who has the money for sure, but hopefully, you'll remember that grass root support that the people of this district showed that tough prosecutor years back. He, like Whit Graves, didn't have big money supporting him. What Mr. Graves has is integrity and a good record as a prosecutor working under one of the best prosecutors this area has ever known.

    Don't VOTE for who has the most signs or TV ads.

  14. Marvin spent more than he took in. Looks like some of his supporters have abandoned ship. Also there were several vacant positions listed in the Inquisitor. Are his employees abandoning ship also? Over Seventy employees and the most I've seen at the ball games working for him were seven or eight and all of them were secretaries and I haven't seen them at the last three ball games for the same team. I did see Lane Pittard at one game but he wasn't wearing a Marvin T-shirt.

Get ready for over $50,000 worth of commercials over the next few weeks as Marvin nails the coffin shut. Look for Graves to reach new lows as he grasps for air.   16. When is Marvin going to post his comments on this blog? Can't stand the heat and answer the questions of why he has let murderers and sex offenders off with little to no punishment? Got a mail-out Friday where he claims to support the 2nd Amendment and gave a woman her gun back after shooting an intruder. Why is the gun torn apart and made useless? Is it because he doesn't want her using it again and shooting one of his friends?

  17. How about someone talking about the fact Louisiana can not afford to keep the inmates it has in jail. Louisiana has one of the highest incarceration rates in the U.S. Convicted Felons commonly do 1/3 or less of the actual jail time they receive from a judge. This is under conservative Bobby Jindal. Anyone saying they want to give people who commit drug crimes more jail time does not have a realistic view of the judicial system or the economic situation of Louisiana.

  20. In April of 2014, Whit Graves went to DA Marvin s office. Graves said he intended to run for Judge and asked for Marvins endorsement. Marvin said no. If Marvin is such a bad guy, according now to Graves, why was Graves seeking Marvins endorsement just 6 months ago? I'd like to know Graves response to the question, "Did you, in 2014, ask Schuyler Marvin to endorse you for Judge?"

  23. The responses by Graves supporters (or Graves himself) say it all. Graves has almost exclusively represented drunk drivers the past 12 years and now, very opportunistically, paints himself as pro law enforcement. We are not that dumb. DA Marvin wins both parishes, easily, while Graves loses a fourth election. Never fear, he will be back in 2016 (for Judge - again) and the beatings will continue.

  24. I don't really have a problem with him representing drunks. They have to pay him a lot of money for defense. So in the end whether convicted or not they are a lot lighter in the pocket book. A drunk driver loses one way or the other sometimes both.

  25. I find it interesting that if you go to the Louisiana Ethics site at the candidates expenditures that the majority of Carl Richard's are on food and fuel. So he is spending his contributions on eating out....a lot! None of the other candidates, Whit Graves, Schuyler Marvin or Jim Whitman have any of those expenses listed.

  31. School Board? We're having School Board elections? That's news on the blog! If it wasn't for Lord posting one would not even know we're having a Congressional election and who are Landrieu and Cassidy? It's funny how the blog posts dramatically increase when the good ole boys feel threatened. The good ole boys seem to be a batch of lawyers who are scared to death that they will not be able to get plea deals for their rich clients when they or their children get in trouble. They are business men and women who are afraid they won't be first in line at the Marshall's office or the DA's office to get their evictions and garnishments or have their hot checks collected. Who else can afford $1,000 a plate dinners at 2 Johns at a fund raiser? Who else can afford to give $2,500 in contributions every time their candidate comes up for re-election whether they have a challenger or not?
    Jim, I especially read your blog when elections come up to see who is throwing out the misinformation and discounting legitimate complaints. I retired a long time ago from a government position. I learned that those who take the high road are merely staying out of the questionable muck on the low road and never take chances and therefore never accomplish anything. The ones who get involved and try to make changes for the better will make a few misakes and then suffer for the rest of their careers being constantly reminded of them and criticized. That's why I'm supporting Kelly, Gray, Richard, Graves, Fleming and Cassidy.

    Well said! Kelly and Gray aren't in my district but I agree on Richard, Graves and Cassidy. Albert Einstein said, "Anyone who has never made a mistake has never tried anything new." And one who makes a mistake and picks himself up and goes after it again is more admirable than one who gives up. It took Thomas Edison thousands of attempts to finally invent the light bulb but he didn't give up. People who have been in power for too long become complacent with how they operate or in some cases believe they can do whatever they want to satisfy themselves and not represent the people who elected them. ie Larry Deen. It's time to shake things up.

  34. Funny how two parishes with combined populations over 160,000 let a few lawyers control who they vote for. What does that say about the intelligence of the citizens of Bossier and Webster Parish? Either the both parishes are composed of buffoons who passively allow a few lawyers control them or maybe the parish is composed of intelligent voters who vote for the best candidate. Let's see the Whit Graves camp would suggest the parish is composed of a bunch of buffoons who continue to vote for Marvin. The Marvin camp would suggest the intellectual voters keep him in office. How about this-- It doesn't take any intelligence to realize the Marvin is a much better candidate for DA than Graves. Thus both your buffoons and your intellectuals vote for Marvin and that's why he wins this race by landslide.

  44. When I see one candidate spending his time and money smearing the name of another candidate, it makes me want to vote for the one being smeared. I feel like if you do not have enough good things to be said about yourself to make the voters cast there vote for you, then you are not qualified enough for the position that you are running for. If you have to spend your time and money talking bad about the other guy, where does that leave your self confidence? I feel like every candidate, no matter what office he or she is running for, should run off of there on merit. (yes, I'm speaking about the Bossier City Marshals race) Do any of you feel the same way as I do?

    1. Maybe you need to do a little research and see if the candidate is being "smeared" or the facts of his background are being stated. Everything that has been said is backed up by court cases. People deserve to know who they are really voting for, if they really care....

    2. Amen, brother, there is only one candidate in this d.a. race who has been called a liar by the court of appeal and the supreme court, and THAT is backed up by court cases:

      ”The disciplinary board found respondent knowingly caused injury to the integrity of the legal system…and evidenced a lack of respect for the court's orders and instructions. The board further recognized respondent misled this court” (Louisiana Supreme Court).

I just checked on these cases against Carl Richard and from what I can tell from the records, he changed a ticket from a moving violation to a non-moving one which was wrong but, if every law enforcement officer that ever changed or had changed by DA or others this type of violation there would be no one to work the streets. The other situation involves him going to pick up items under a "writ" for which the woman that filed complaint against him was proved to have lied and she cursed him, hit him and resisted arrest when he came to pick up the furniture, etc. The appeals court threw this out and ruled against the women. Don't know about the so called bankruptcy situation but he may have had some problems at that time just like many folks are having today. You have to follow the money in these races and I remember correctly they brought the same stuff up last time he ran for Marshall. They are getting scared about this race and you can tell because the gutter stuff is coming out and no telling what they will come out with before next Tuesday.

    I was at the Women's Republican event tonight in Bossier. DA Schuyler Marvin and his opponent, Whit Graves spoke. Then, after they left Jeri DiPingre of the South Webster Chamber spoke. In my opinion her remarks were venomous and mean spirited. No wonder the Webster Chamber is lacking. We are embarrassed at her remarks and she will never be invited back!!

  52. WOW!!!!!! I wondered where the mailouts from Whit Graves were going to start since I had already gotten several from Schuyler Marvin. I got one in the mail today and then one in the Bossier Press. I couldn't put it down. Glad I got two since my wife took one away from me. We both read it from back to front and then went back looking at specifics again. It's just not the Annie Bond and Heather Brown deals but page and pages of rotten stuff that Marvin has been involved in. I had forgotten about the drug money audit and didn't realize how many murder cases he has dismissed.

    1. All I've seen is his claim he's for the 2nd Amendment and one piece touting the criminals he's convicted but that list was shorter than the list in the paper that he's turned loose. I especially liked the part where Marvin cut up the gun before he gave it back to her. Some supporter of the 2nd Amendment.

    2. I wouldn't even start to say that Graves' mailout is negative. I use the Clerk of Court's website in my business so I checked out the cases listed and sure enough, the Clerk's office confirmed what happened in those cases. I don't know what Marvin has up his sleeve for the last week of the campaign but whatever it is I don't think it can turn the tide in his favor. Right now, Graves could "get caught with a live boy or a dead girl" and still win the election.

  56. I read the article of the lady who shot the burglar, and thought it was two guns? The one she used and a replica mr. Marvin presented that had been disabled. Is this not the case ?

    1. His first claim was that he presented her with her gun in a shadow box presentation but then Graves pointed out that the gun had been taken apart. Then Marvin said it was a gun that was used in an old murder case that he and Sheriff Sexton took out of evidence and cut up but actually gave her back her own gun. So it is two different guns.

    2. So what law did marvin break? He can either forfeit the gun for government use or auction it off but he just can't use it for his own political gain. It was a good deal for the lady and I'm sure she's proud of it but do the means really justify the method? Another I'm above the law move on marvin's behalf.

Because they should cover the big-foot that lives in Dorcheat next, and they can also do a piece on that plain dealing lady that was abducted by aliens and came back pregnant and then I could introduce them to that lady at Baby Huey's who claims to be "sweet, sweet connie" from grandfunk railroad.   58. The Courtroom Reporter has as much credibility as The Inquisinator - none. Bossier is the safest parish live in the State. Why? Strong law enforcement, strong Sheriff and strong DA - Marvin!! We are proud to call Bossier our home, proud to raise our families here and proud to send our kids to school here. Why? Because it's SAFE!!! Thank you Schuyler Marvin for keeping Bossier great!!!

    3. The Inquisitor has brought down judges and other public officials with its truthful reporting. I glad you realize the Courtroom Reporter has the same credibility. Now it will bring down Marvin and we will have a safe place to call home until all the guys who Marvin cut plea bargains to get out early and come back. Then Graves will have to put them back in after they commit another crime. l don't want to see anyone be the victim of a crime but if there has to be a victim, I hope its your family and not mine.

  60. The mayor of Bossier City endorses Marvin. Enough said !!! Marvin wins Webster by a landslide and has the leader of Bossier City endorsing him. The only question is whether Marvin wins Bossier by a landslide !

    1. Mayor Walker has been in Baton Rouge most of the week. Probably hasn't seen the Courtroom Reporter. When he gets home he will probably be in a panic. Just cooked his own goose for re-election endorsing a crook like Marvin. Looks like we've got a good chance to clear out the whole bunch at the courthouse and city hall. First Deen, now Marvin and then Walker. Thank you Sheriff Whittington, DA Graves and WHOEVER!!!!

  64. Seems like a lot of people are talking about it and mostly saying they didn't know what type of nasty business the DA's office is really into -1 for Marvin. Many people are now against any incumbent -1 for Marvin. Many people are tired of Lo Walker -1 for Marvin. Graves has more name recognition because of the judge's race two years ago -1 for Marvin. Marvin actually lost Bossier 12 years ago -1 for Marvin. So far that's -5 for Marvin. If the race was close before now, it's not after Marvin's last mailout. Graves 55/Marvin 45 in Bossier. Marvin 57/Graves 43. Webster only 23% of voters. Graves wins.
