Can't help but wonder which one of these rocket scientists thought this was a good idea?  Who was the 'brains' of the operation?

  3. I think anon at 2:08 is correct. We can expect more of this. The only thing that we have going for us is that we have an excellent police dept. I rode with an officer once on mid shift and saw pure professionalism displayed by the officers. I am not trained as a police officer but to the untrained eye it was impressive.

  4. I am a police officer in Bossier City and I can tell you that it wasn't because of brilliant police work these guy was caught. It was because of dumb luck.
    As Bossier City continues to deteriorate, the police department is to. The leadership is done exactly what Jimmy Hall tells it to. The pay of the officers is going down.
    The leaders of the police department and city hall is telling people things couldn't be in better hands and the officers couldn't be happier.
    A lot of Bossier City police officers are looking for work elsewhere.
    Trust me, Bossier City, your in for a big surprise, there is big trouble heading your way and leaders in the city doesn't care as long as they are getting what they want.

  8. It's not all Masons and Shriners. It's a small group that just happens to be Masons and Shriners. It starts with Jimmy Hall who happen to be in that group. I know alot of people who are on that group and most of them joined thinking it was going to get them somewhere, but it doesn't. so I'm not going to put Bossier's problems on that. It is simply our politicians spending money on any and everything they can. Jimmy Hall has been given too much power over the years. He has cost the city no telling how much money because of his stupidity. WK Bossier, Haynesville Shale, there's plenty more but I think you get the idea.

Anon @ 8:39 has done a good job explaining part of the problem, but if he continued explaining the full extent of the problems with Jimmy Hall and his minions ruining the city he would be typing for the next two days. It's that bad folks, it's that bad. As far as being a mason or a shriner, I wouldn't lower my dignity to be one.

If you don't like the Bossier City Police Department so much, why don't you use the computer you are typing on, type a letter to Shane McWilliams (you know, our Chief of Police), and say the following: “Effective immediately I am resigning my position with BCPD.” Till then, stop your whining and do your job!     Who said anything about not liking the police department. BCPD is not the problem. I think what everyone is saying is Jimmy Hall and his band of idiots are ruining the city and police department. And no we are not leaving. I'm tired of that being some people solution to everything. The reason that is your solution to everything is because you cant defend their stupidity. Ever since Lo Walker has been Mayor it has been one big financial disaster. I have lived her all my life and I'm leaving now. I think I'll stay and vote these old geriatrics out of office.

  13. For a BCPD officer to get on here and bad mouth the police department it is wrong, a violation of BCPD general orders, and cowardly. There are proper ways to voice our concerns, and a blog is not one. As far as voting people out of office, what makes you think that is going to happen when the people keep putting the same people in office? As far as Jimmy Hall goes, have any of you attempted to talk to him? Or have you just done like a lot of other people and just went from rumor? Under every chief of police, there are always those who are not happy, and have bad things to say. People complained when Lynn Austin was chief, Chuck Duncan, Danny Dison, Mike Halphen, and now Shane McWilliams. Someone always has something bad to say! You can move or not move I don't care! If you stay, make sure to vote!

    Once again who is bad mouthing the police department? No one in the department has said anything bad about McWilliams. We know he is making the most of a bad situation. We all are. We just feel the public should know the truth because we are out there everyday in the neighborhoods dealing with the low life that are taking over the city.
    As far as your question is concerned, yes, we have attempted to talk to Jimmy Hall and the Mayor. We tried to question whether or not the pay cuts the council initiated were legal, Jimmy Hall threatened us with more layoffs and more pay cuts if we continued to do so.
    As far as a proper way to voice your concerns, Shane McWilliams has an open door policy which we like but at this stage in his career he is not going to get into a pissing contest with Jimmy Hall.
    So we tried the proper way of voicing our concerns but only got threats in return. So I call them cowards.
    Last point. I find it ironic you call someone posting on here anonymously a coward but you posted your comment anonymous. Why?

    I haven't read any comments of someone bad mouthing McWilliams or BCPD. They are merely stating what they on a day to day basis. We all know McWilliams is making the most of a bad situation. We all are. We just feel the public should know what's really happening to this city and about the scum that is moving in.
    To answer your question, yes, we tried to meet with the mayor and question the legality of the decisions that was made in regards to the pay cuts that were implemented. Jimmy Hall informed Chief McWilliams that if we continued to question their decisions then their would be more layoffs and more pay cuts. Jimmy Hall also informed us not to even think about a lawsuit because hexagons just tie it up in the courts for several years until our unions ran out of money. That's the kind of dialogue we got by trying to do things the "proper way". So I call them cowards.
    Last point. You say someone posting anonymous on this blog is a coward but you posted anonymous yourself. Why?

  18. Why is it everything posted on this blog turns into bashing the city leadership and the leadership of the police and fire department? Years ago the men and women were proud to tell people they were a Bossier City police officer or fire fighter. Now you hear them complaining about the leadership. Where there's smoke there's a source creating that smoke that is causing the city employees to be riled up, and from the actions of the mayor and city council, I can't blame them.

  19. As long as the Chief of Police and the Fire Chief are appointed by the mayor, they will always be no more than a puppet on a string. People complained about Chief Halphen and what he did. Tell me what Chief McWilliams has done any different than Chief Halphen. Halphen appointed Caskey and Hamm to Asst. Chief. Shane McWilliams has appointed Stewart and Worley to Deputy Chief. There is no difference, they all act the same once placed in position, and were all appointed because of friendships. At least Chief Halphen did not lie to the public about a major crime, such as a triple homicide. That was stupid and made the BCPD look extremely stupid and untrustworthy. That put egg on all of our faces.

  20. Now we all know the city is hurting for money! Even thought they gave Rodney Oar an $11,000 raise recently, created a Chief of Dispatch with a $70,000 salary, now have three deputy chiefs, and now start dispatchers at a salary of $11,000 a year more than the starting patrol officer. At lest Halphen, Caskey, and Hamm knew about man power allocation and had the knowledge to run the police department. Halphen would also stand up to the Mayor and Jimmy Hall, thats why they fell out with him!

  22. i understand jimmy hall talks directly to god everyday and makes sure to control the weather and the outcomes of most personal lives. i love the conspiracy folks, i guess it helps them get through the day. I also understand that his name is not Jimmy Hall at all, but Kaiser Sose. He also controls the underworld and most demi-gods - like Persueus.

    I find it odd when people trying to defend the city officials can only respond with "move to Shreveport" or "give some specific details otherwise it's just hearsay". Well the previous post seems pretty specific to me. I'm familiar with interrogation techniques. I find when someone is lying or trying to hide something, the closer you get to the truth the more They try to divert your attention by saying idiotic things. Well sir after reading your post the others must be spot on with their information.

  26. I wonder if they really want specifics given? Since they do, I say give it to them. What is going on may not be illegal, but they do raise some ethical questions. The issue of the creation of the communications chief has been risen, and since details are wanted here's one. Not only did they create the communications chief, a second in charge was created. The person they chose for second in command is the wife of one of the deputy chiefs, who is a shrine buddy with Jimmy Hall and his minions. She was chosen over more senior communications officers. How's that for details? If you're going to ask for them, be prepared to get them.

  27. You left out how she started in dispatch, desperately wanted out so the let her become a jailer. Upon hearing they will be getting a Hugh pay raise, she has a change of heart and goes back to dispatch.

  28. What about the Lieutenant assigned to the boardwalk who is now dating a female BCPD reserve officer (volunteer)? He now has her working a paid job as police officer at the boardwalk which violates BC ordinances! And yes, the administration is aware of the relationship and of her working as a police officer at the boardwalk. There are several BCPD officers who have attempted to work at the boardwalk and the LT. will not let them. He said he will run the boardwalk as he wants to run it!

How about having a communications officer work out of class for several years then eventually create a position for him and give pay that equals a major, and this guy attends the right meetings, knows the secret hand sake, and is a close friend to one of the deputy chiefs that has a desire to turn civil service up side down.

  33. Anyone want care about this detail? Jimmy Hall recently remodeled his kitchen. Brad Zagone had a connection at Barrett Appliance and was able to get new appliances for Jimmy Hall "at cost". 6 months later, Brad is named new fire chief without even passing the test first. I'm mean they didn't even pretend to go through process. He'll the mayor didn't even know how to pronounce Brad's name. I bet if you ask Jimmy about this he'll just lie. Like it's been said it may not be illegal but for sure unethical.

    Seems to be a lot of "at cost" special deal for certain individuals that ended up costing the city millions. But, that's the Bossier way.

  37. Jim, I'm not knocking your blog, but you'll have to admit that only a small percentage of the entire population of Bossier reads this blog.
    You people who want change will have to be careful because of the repercussions, but tell those you trust about what's going on, and have them tell others for you. You'll be amazed how people react when you tell them the truth about what's going on in Bossier City and the Parish. A lot of people don't know the the city owns the parking garage at the Boardwalk and how friendship overrides civil service and seniority in the fire department and police department.
    They don't know about while the average worker had their pay cut a year and a half ago, now there's $11,000 a year increases for certain individuals, most of who a friends of Jimmy Hall of friends or relatives of friends of Jimmy Hall.
    All they know is what is fed to them through the news.

    Once again nobody is blaming McWilliams, Stewart, or Worley. I personally feel they are in a no win situation. It's getting bad and we are so short-handed that we ate now having to disband the boardwalk unit. The LA Boardwalk will now become South Park Mall.
    David Jones and Bubba Williams were in the Times today talking about how great things were going again. Well David or Bubba if your listening just let me tell you. We are extremely short-handed and morale is low. Listen to what Shane has to say and give him to resources needed to get our department back to where it needs to be.
    I don't expect much out of Bubba Williams but I do expect you to understand David.

  42. From what I understand it's not all the city council's fault. Yes they play a huge part in most of the problems concerning manning, yet there are other factor in city hall (several directors, a city attorney, and a former city adminidtravive officer and now marshal) believe they can efficiently operate the city with the same number of employees it had 25 years ago. They want to cut costs, so they say, yet they are handing out huge pay raises to their friends and friend/relatives of friends. Their answer to is is, "if you don't like it move to Shreveport." Well I don't like it, and I'm not moving to Shreveport.

    I think the reason these comments always end up critical of the city and those that run it is because the poeple that know what is going on (because they are in the inside) have no other way to express their frustration without repercussions. They see what is happening, they see people getting screwed over, ut they can't say anything without getting penalized on the job or some other underhanded repercussion.

    That's why so many of these comments are Anonymous, just like this one.

    People are trying to get the word out to the public and using this forum to do it.

    If you think David Jones and Bubba Williams are losing any sleep over how our city has been run or the irresponsible mistakes our city government has made with our money you have been terribly misled. If they were then they would be sounding alarms over "lost" then "found" money. The city owned parking garage, the mismanagement of the retirement funds, and the biggest fleecing of our citizens the Cyber Inovation Center...I could go on and on and on....

    It's not rocket science. The leaders of our city are elected to represent the best interests of our citizens. Every last one of our city leaders has let us down but continues to blow smoke about how we are all crazy to think they have failed us, how we must be crazy to call them out on the fishy deals. YOU DON'T SPEND MONEY ON THINGS YOU CAN'T AFFORD. You don't build fire stations when you can't pay the firemen. You don't build parking garages as favors to your buddies when you can't afford to repair the water treatment plant. You don't randomly resurface and widen roads because they lead to one of your buddy's houses when you can't afford to pay your policemen's retirement.

    All anyone on here is asking is that our leaders behave responsibly and tell the truth. They refuse to do either. I am still proud to be a citizen of Bossier City and I'm not going anywhere, but I expect our leaders to behave responsibly with our money and take responsiblity when they screw things up....Be a man, not a politian. It would be so refreshing.

  48. I just want to say that I am so appauled by the police officer that had the nerve to post something so horrible on a blog about their fellow police officers. Dumb luck? Wow! What an awful thing to say about another officer or officers. I wonder if the Bossier City Police Officers know that they have someone as pitiful like you on the force, someone that is suppose to have their back. I do not know what your problem is, but if you have that big of a problem then maybe you should do as the other poster stated and use your computer to type your resignation. Yes, the police department is underpaid and yes, there are horrible politics going on at the top of the food chain. However, I believe the Bossier City Police Department does an amazing job (because there are some officers that really love their job) and I say thank you for putting your life on the line everyday for me, my family, and this city.

    I am concerned that things are not working well for you in your chosen profession. Take it from me; I know how dis-heartening it is to put the uniform on everyday and the more you put on, the madder you get. Not at the citizens or the job, but at the people who control you’re every movement at work. I, as you, love police work and found that it is my true calling in life for we work for God. I love being a cop and don't want to do anything else.
    We in law enforcement don’t want to be micro-managed, we want to be left alone so we can do the job we are paid to do and above all, we want to be treated fairly. I also understand about certain individuals being placed in positions and being paid huge salaries. The Sheriff employs a secretary at $114,000.00 a year salary which is ridicules.
    I too, do not like the "good ol' boys" or the way they do things so I'm going to try and make a change for the better by running for sheriff. Our sheriff’s office and parish government is broken and it needs to be fixed. I have read your complaints and I hear and understand you.
    The patrol division of every law enforcement agency is called the "backbone of the department", but I often wonder why they are treated like the ass end instead.
    It's unfortunate that we have evil men sitting in high places in this parish and it is time to send a message to all those who have become comfortable in their positions and pay. I'm not only talking about it, I'm taking action, and you can too.... GO VOTE OCT, 22 and take everyone you know with you!

  52. I have delt with bullies my whole life and I took that knowledge and experience into law enforcement, because that's what we deal with everyday.... someone taking advantage of someone else. I also became a leader of "officer's rights" while working at the Shreveport Police Department and spent several years as the vice president of the union. The President, Michael Carter, and I along with the rest of the board worked hard fighting against tyrants in the administration to improve officer's working conditions. We took countless cases to the civil service board and won appeal after appeal after appeal. There is one good thing that can be said about the Shreveport Police Department is that the union is strong and the civil service board rights the wrongs done by the administration.

    It is unfortuneate that when some men gain power, they use it for evil. If you want to know the true measure of a man, give him power and see what he does with it.

    Please don't be critical of the officer who spoke of "dumb luck". I can attest that if it were not for dumb luck and dumb criminals, we wouldn't clear half our cases. It is a testament that God lives and that he wants good to win over evil.

    I met with Julian Whittington over the weekend and challenged him to a debate and he would not give me an answer. He is hesitant to debate me because he does not have experience with crime.
