The Bossier City Council voted today to launch an investigation into the Fire Department payroll situation.
David Montgomery was authorized to employ Cook & Morehart CPA's to look into the problems.
According to a Times article:
The firm will be tasked to establish if the city legally owes the firefighters money; determine if redundancy in payroll preparation exists; identify liabilities; and supply recommendations on procedural changes that need to be instituted to employee the best common business practices, among other things.
The underpayment, which the city administration has estimated at $614,000, was brought up by Councilman Don Williams two weeks ago when he asked that it be put on the council agenda for that day.
It takes a unanimous vote to add it to the agenda, and Council members Tim Larkin and Larry Hanisee objected, so it was postponed.
Hopefully we'll have more information soon on how long this process will take. We will also try to find out what the council plans to do in the meantime to advance the investigation.

My question is will everything be audited or just the payroll section? Either way I'm wondering what will turn up.

Cook & Morehart has been the Town of Benton's CPA for years and has never said anything about the Town violating state overtime law that they have been violating for years. Are they reputable or the with the good ol boys.

ReplyDeleteCorrect Me if I am wrong, but it seems like the majority of this money is going to the vast minority at the top of the fire ladder. Once again the lower tier(meat and potatoes; working man/backbone of the work force) is pushed aside and ignored.

ReplyDeleteYou are kinda wrong. The system is set up so that each rank stay a certain percentage higher in pay than the lower rank. As you promote you receive the pay for that rank. If your on the bottom now, your correct it doesn't effect you right now but it will later as you promote.
Thank you for clarifying, yet it seems that the chance for promotion in this city for it's employees are EXTREMELY limited, from what I have read on posts on this blog.

ReplyDeleteThere is no movement to change the way promotions are made within the department. This can not be done on the local level. There is no bill state wide to make such a change. This is a rumor that is untrue. If a bill exists, please post the HB or SB number so it can be read.

At the PD, you stay there long enough and pass a test and you get promoted, don't matter how smart, dumb, reliable, or incompetent you are. Most of those that have been at that place a long time are not competent employees. I am talking 25 plus years, they need to retire. Most of the people that complain, that's all they do is complain, nobody steps up to the plate. You don't like your job.....then quit.

Take the firemen's pay situation. The firemen knew the pay was wrong but no else seemed to know there was a problem. I'm sure it was mentioned to some administrators but like everything else it probably fell on deaf ears. when it gets made public they ALL seem to play dumb and start pointing fingers and looking for a scapegoat.
Your solution is if you don't like it quit. Well guess what? That's their to solution to everything as well and that why nobody says anything hardly. Thanks you for supporting those who are trying to do things right.

5:30, They are wanting to replacing the competent people with those whose only qualifications are being the chief's cousin, a drinking buddy, Mason, and meets Jimmy Hall'sapproval. It sure is strange how the departments have started going down the crapper within the past couple of years since Jimmy Hall has been allowed to run things, and that started when Lo Walker became mayor.

ReplyDeleteThe goodoldboy thing is a fact. For example some people get the opportunity to get certain training while others are denied that training. If one gets all the training needed on their own against the wishes of the chiefs they are then targeted. There are numerous example s of that over the past few years.
That way when they train certain ones and not others the Jimmy Hall controlled administration can claim the ones who aren't trained are dumbasses and not worthy of assignments or promotions.

ReplyDeleteThe deputy chief position is set up by the state, not BCPD. The little ole city of Bossier did not get the state to set up the position just for them. You are probably complaining because you think you know everything, and should be in that position. Usually half the department is happy and half his pissed off. It will NEVER change. Cops complain, its what they do best. If I were chief I would want others around me that I trust and are dependable, not someone that just wants my job.

As for the chief surrounding himself with dependable people, are you referring to a clueless drinking buddy who has far less qualifications and experience than the people he passed up?

You are misinformed also, a city down by New Orleans is to one who pursued the change and the state took it and ran with it.
I am sure you are in the minority to feel as you do and I am glad we have officers who WANT to do their job. I say thanks to those for their service!

ReplyDeleteI'll agree with the comment that says what we have now is far better than what we had. Actually, the most senior deputy chief is the one we are most disappointed about. All he seems to care about is kissing the right person's ass so that his wife can be the next chief of dispatch. He has completely turned his back on the officers. He went from a very popular supervisor to someone who everyone wants to retire. As far as the other two, I don't have don't have a problem with at all.

True, McWilliams was given a department that was about to go over the cliff, all he has done, along with his cronies, is stomp on the accelerator. At least Halphen had the balls to stand up to the powers in city hall.
We all know who the next deputy chief is going to be. It wouldn't be my first choice but it's not a horrible choice either. No, I know for a fact McWilliams didn't have anything to do with changing civil service law for deputy chief qualifications. It was in the process of being changed statewide before He became chief. Halphen may have had his hand in it but not McWilliams.

I personally think you are directing your anger onto the wrong people. Jimmy Hall is the problem. He is the whole damn city's problem. Remember it's easy to sit back and say what you would do if you were in a certain position but you never really know until you are actually there. Calm down and give the man a chance.
I agree with you about Jimmy Hall, and we all know he picked the chief becaue he knew who would be easier to control. I'm tired of hearing, "The chief can only do what he's told to do." I do have to give the chief credit for that, he does what he's told. Halphen had his faults but he also came up with ideas once and a while.

To throw everybody off his trail he attacked Bossier Parish EMS with allegations that proved to be wrong.
