Adley: Good governance or revenge?

State Senator Robert Adley says that he has citizens who are concerned because, apparently, there is a law that says that in areas of the state not governed by a home rule charter (that would include Bossier and Webster), the District Attorney is to serve as General Counsel to the parish school board and governing authority.
Patrick Jackson, however, serves as the Parish Attorney for both the Bossier and Webster Police Juries, and as attorney for the Bossier School Board. According to Adley, if Jackson is paid by these bodies to represent them, then they are in violation of the law.
The law says that these bodies may hire ‘Special Counsel’ only after a resolution that is passed by the appropriate body and approved by the attorney general. Adley says that this has not been done.
He introduced SB 174 to remedy the situation. Of course, he didn’t actually name Patrick Jackson as the problem he was addressing, but it is obvious, particularly after the bill was amended to make the new law applicable only to the 26th JDC, comprising Bossier and Webster Parishes.
26th JDC District Attorney Schuyler Marvin appeared at a hearing of the Judiciary C committee on Tuesday to oppose the bill.
Evodna Springer has a vlog on the NWLTPA website discussing the bill, and has a link to the hearing.
One of the problems appears to be defining what constitutes ‘general counsel’ as opposed to ‘special counsel’. An example given would be that special counsel are always hired to deal with bond issues and the like. This could use some clarification.
Although Adley has served in the Senate since first being elected in 2003, apparently he has just recently had constituents approach him who are concerned at the way that the law is being carried out, and particularly that their only recourse seems to be to complain to the DA.
The question that comes to mind, of course, is whether Adley has suddenly become aware of this situation, or whether he has become aware of it only since Patrick Jackson’s father, Richey Jackson, has announced his intention to run against Adley for the 36th District seat?

Whether a good bill or a bad bill is up to the reader to decide. This blog post isn't intended to influence one way or the other.  Rather I am just looking at the political ramifications of what is happening, whether Adley’s motive is good governance or revenge against the Jackson family and the DA.
I didn't have much trouble coming to a conclusion.

  1. Hard to believe in this day of transparency that a sitting senator could carry out his political vendettas on the senate floor. He does not even seem to be trying to hide it. Next time anyone runs for office - just make it illegal for their family to keep their jobs and see how many times someone challenges you at the ballot box. Wow - this is truly old style Louisiana politics that put Louisiana where it is in almost every category. Shame on Robert Adley .

  3. Currently, the DA is the only line of recourse when it comes to governing bodies violating laws like the Open Meetings Laws.

    Within the 26th JDC, there is widespread abuse or violation of the Open Meetings Laws which the NWLATPA has chronicled. Such violations have been exposed in court proceedings and council/PJ meetings. The only person who is allowed by law to remedy the situation is the DA.

    What is a citizen to do when the DA refuses to enforce transparency laws?

    This bill seeks to give the people another course of action in the event the DA chooses not to enforce the law.

  6. more evidence for my belief that becoming a politician requires serious defects of character. in other words, the presence of traits - selfishness and vindictiveness, as seen here, for example - that all good parents spend years trying to eliminate from their kids. what a disgusting and shameful way to spend a life.

  8. Considering the rest of the state is already subject to Adley's bill, maybe one should ask one's self why Bossier and Webster Parishes are exempt from following state law.

    Why do the powers that be in Bossier/Webster seek to continue to be exempt from laws that every other parish in the state must follow?

  9. Jim, Please let me preface by saying that anyone who knows the history between myself and Adley knows that I have been his most vehement, vocal and often brutal critic over the past 6 years. I have not suddenly become a fan, forgetting that history.

    But, I support Adley's bill. The central issue for me isn't about whether or not Adley has seen a good governing light, or if he's carrying out a vendetta. The issue is whether or not it is right for not just Patrick Jackson, but for ANYONE to serve in a role mandated by law (i.e. serving as legal counsel provided by Schuyler)and then that same counsel receiving multiple compensation(s) from multiple agencies that he's supposed to be representing anyway.

    With regard to the 'special counsel' the law is clear. The Police Jury can't hire special counsel (and they hire more attorneys than just Patrick by the way) unless they FIRST pass a resolution as a body naming the counsel they wish to hire AND specifying the amount of compensation the PJ will pay. Then, by law, the PJ must obtain permission from the Attorney General's Office to do so. The AG's office, according to Adley has NO record of any such resolution having been received from the Police Jury. But that's something a Public Records Request will confirm or refute.

    My bottom line is that taxpayers should not be paying multiple times for a service that the D.A.'s office should be providing.

    On the Judiciary C video, the only way the bill could get out of committee was to make it a local bill, applicable to the 26th Judicial District only.

    Finally, I support this bill on its merits, regardless of the motive of its author. Besides, I can assure you, under Robert Adley's definition of "friend" or "ally", you will not see my name.

    I don't know much about Webster Parish, but I can honestly say Bossier Parish (and the city) is run by a bunch of dirty, crooked bastards.

Easy way to settle this is to research Adley's conflict of interest in not only his Gas dealings but in his record in representing our Parish, it clearly speaks for itself and as Glenn Beck would suggest, don't take my word for it, research it yourself! He is using the few friends he has left to do his bidding for him, thinking we are to stupid to see through his antics and motive! Desperate last ditch panic attack!!We ain't seen nuttin yet!!ha-ha

  19. This is a bad bill. OUr Da's are part time da's , this will make them full time DA's like caddo and East baton Rouge. This is going to cost the parish. We have good Da's and need to leave it the way it is. All Da's should be able to have a private practice.
    If we make it full time we will loose the quality of DA's that we have.
    This is a political vendeta. Adley is vindictive. HE's been in office since 1970"s and while he has gotten wealthy, our state is broke.

  22. I too am a NWLTP member. The real issue is that this bill does not apply anywhere in the state except in Bossier/Webster. Adley tried to get it statewide and it failed in committee because it is a bad bill. He cut a deal to make it only apply in Bossier/Webster because he has a running feud with the DA and the Jacksons. How much of my tax dollars was spent on Robert Adley feuding with Marvin/Jackson. Thousands!!!! That's outrageous and he ought to be ousted and forced to account to the public for the exact cost to draft a bill, have it heard in committee with 6 other paid Senators, have it fail, amend it to narrow it to his district, have it brought back up in committee and now out to the floor for more debate, etc. Remember, a state employee has to do all this leg work for Adley to feud. It costs us thousands of tax payer dollars for this juvenile, foolish type behavior that should be left for the playground at school. If this real estate lady, Springer, was a real steward of our tax dollars she would be outraged at Adley for that waste, not patting him on his fat belly.

The continued agenda push to appeal to Bossier/Webster Parish citizens using misinformed vast agencies and forms of contact such as mass e-mails and contacts that have underminded the intelligence of the people. We saw what you did for we the People, and we do know who you are. What makes you think that the failure to pass your bill statewide revealing the weakness and lack of substance would appeal to us, we are just as informed and intellegent as the committee that shot your Bill down. You cannot assume that we are less intelligent and informed than our constitutes representing the other 62 Parishes.
    Present the facts, the Statewide attempt to pass this Bill FAILED, WHY PUSH IT JUST FOR US????

This is not the case, this is in my opinion a conflict of Interest in view of her close ties to L. Adley. Who gave her the authority to speak for us?? Something is Wrong with this picture? Why does she not add the fact that this Bill failed statewide? Yet it is worth all the time and expense of the taxpayers to pursue the personal agenda of a failed representative of our district.

    I can handle future projects like the Quality Transport land deal that young Patty Jack took care of for the powers that be. Quality got that parish land for a steal.

    We could get paid coming an going. Heck we could even get paid for helping with fundraising for political candidates.

  34. Hello! What happened to to simple fact that Adley's Bill failed in Committee statewide, reviewed and considered by 98% of our state leaders and representatives to be a bad bill. How disrepectful and naive of him to think that it's his Bill so he is going to pass it somewhere! He may have switched parties but his actions clearly have not, like Obama he thinks that we are idiots and he knows what is best for us. Is it even Constitutional? We need to ask Beck. Forget the Hatfields and McCoys approach, THE BILL THE BILL the stupid BILL that the rest of Louisiana shot down, research why they shot it down, not why we are having it shoved down our throats and what their agenda is?? Facts and Logic are all we need!
    Ask the Question, Now tell me again why we are the only parishes in Louisiana that need or want this Bill??

    BACK TO THE SIMPLE QUESTION, Why would we want a Bill that the rest of State does not want???   49. I take issue with an anonymous poster who said Robert Adley served our country as a marine in Nam. I am a Vietnam veteran who fought with the First Infantry Division in Vietnam in 1967. I would like that poster or Robert Adley himself to publicly confirm or deny that ha ever served in the country of Vietnam as a US Marine. It is very simple. Just show us the DD Form 214. I know Mr. Adley was a Marine and I thank him for his service. But if he was not in Vietnam, it is a disservice to allow the public to believe otherwise.   54. I think they are talking about the Jackson that negotiated a no bid multimillion dollar contract between the bossier school board (his client) and 2 convicted fellons (also his client).
    The Jackson that is trying to kill business and industry with unconstitutional local laws targeting logistic companies as well as the oil and gas industry.
    The Jackson family that has god knows how many members sucking of the local government tit while the rest of us have to really work.

  57. i think it will be great when the public finds out that Robert Adley makes over 400K a year as a middle man for local governments in louisiana all the while he sits in the legislature voting on their bills - what an unbelievable abuse of power and conflict - got several non-bid contracts worth millions all the while his wife's father sat on the board that game him the contract - its going to get really ugly for him while he attempts to destroy the families of those that disagree with him

Adley, changed his lifetime Party affiliation to use the strength of the Republican Party to advance his real party's agenda! It is clearly revealed in every Bill introverted.   66. Someone said "Trust the DA"?? What? Do you actually think that just because someone is a DA, that they are inherently honest? Well guess what, there is money involve here and you know what money does to people. I read that one of the assistant DA's in Webster had over 500K of "work" sent to his law practice. That is ridiculous. I can only imagine how much Patrick Jackson has made off of this little deal. Also, I can guarentee you that these assistant DA's and their individual law offices give the maximum contribution to the DA. People this is about transparency and protecting the publics money. So many of these office holders/government officials are much more worried about keeping the gravey train open. I have never thought it was ok for these DA's and assistant DA's to keep their law offices engaged in work for and against the government, while they are employeed by the government. Not exactly honest, in my opinion. Can anyone of you imagine a mechanic working for the government, would also be able to contract out work from the same agency?
    This is our money people, our money and we deserve to have a say in how it is spent and in what or who it is spent on. We deserve to have honest government workers and public officals.
