City Council will investigate payroll problems

The Bossier City Council voted today to launch an investigation into the Fire Department payroll situation.
David Montgomery was authorized to employ Cook & Morehart CPA's to look into the problems.
According to a Times article:
The firm will be tasked to establish if the city legally owes the firefighters money; determine if redundancy in payroll preparation exists; identify liabilities; and supply recommendations on procedural changes that need to be instituted to employee the best common business practices, among other things.
The underpayment, which the city administration has estimated at $614,000, was brought up by Councilman Don Williams two weeks ago when he asked that it be put on the council agenda for that day.
It takes a unanimous vote to add it to the agenda, and Council members Tim Larkin and Larry Hanisee objected, so it was postponed.
Hopefully we'll have more information soon on how long this process will take. We will also try to find out what the council plans to do in the meantime to advance the investigation.

  1. My question is will everything be audited or just the payroll section? Either way I'm wondering what will turn up.

  2. I think this investigation will just be looking at payroll, and I expect the city will end up with a centralized payroll department, hopefully headed by a professional.

  3. "hopefully headed by a professional?" Of course it will be (snicker, snicker." Not in Bossier.
This is a golden opportunity for Jimmy Hall to give some controllable retard at old El Karubah a high paying job.

  4. Cook & Morehart has been the Town of Benton's CPA for years and has never said anything about the Town violating state overtime law that they have been violating for years. Are they reputable or the with the good ol boys.

  5. I tend to oppose gimmicks that probably just increase the deficit, believing that most of the taxes are pretty low historically anyway...... but I like the way you think here.

  8. Correct Me if I am wrong, but it seems like the majority of this money is going to the vast minority at the top of the fire ladder. Once again the lower tier(meat and potatoes; working man/backbone of the work force) is pushed aside and ignored.

  9. 6:33,
You are kinda wrong. The system is set up so that each rank stay a certain percentage higher in pay than the lower rank. As you promote you receive the pay for that rank. If your on the bottom now, your correct it doesn't effect you right now but it will later as you promote.

    ReplyDelete
  10. Thank you for clarifying, yet it seems that the chance for promotion in this city for it's employees are EXTREMELY limited, from what I have read on posts on this blog.

Lots of good ole boy talk here.

  11. 7:10, There is movement afoot to change how promotions are done within the police department to benefit the good ol boys or any incomptent suck ass. Watch whose in line to be the newest of the three deputy chiefs. It;s the cheif's cousin. Wee Doggy!

    ReplyDelete
  12. There is no movement to change the way promotions are made within the department. This can not be done on the local level. There is no bill state wide to make such a change. This is a rumor that is untrue. If a bill exists, please post the HB or SB number so it can be read.

  13. To the above post, That is the same thing (your position) that we were told just before they changed the Deputy Chief requirements

    ReplyDelete
  14. If I remember right the deputy chief requirement change was snuck in and no one knew it was happening until it happened. So don't be so damned smug about asking for the SB or HB.

  15. I thought this post was about the fire department payroll not the police department. At the PD, you stay there long enough and pass a test and you get promoted, don't matter how smart, dumb, reliable, or incompetent you are. Most of those that have been at that place a long time are not competent employees. I am talking 25 plus years, they need to retire. Most of the people that complain, that's all they do is complain, nobody steps up to the plate. You don't like your job.....then quit.

It is the system you work under, it's your responsibility to keep up with any changes! Seems to me, you want everything done for and served on a silver platter!!!!

  17. 5:32,

For your information, it's the officers and firemen who seem to know mote abouts what's going on than anyone. We are just sick and tired of being lied too. Take the firemen's pay situation. The firemen knew the pay was wrong but no else seemed to know there was a problem. I'm sure it was mentioned to some administrators but like everything else it probably fell on deaf ears. when it gets made public they ALL seem to play dumb and start pointing fingers and looking for a scapegoat.
Your solution is if you don't like it quit. Well guess what? That's their to solution to everything as well and that why nobody says anything hardly. Thanks you for supporting those who are trying to do things right.

  18. According to Jim it just b.s. Sorry Jim. You are wrong on this one. Buy Marty another cup of coffee.

  19. There's a problem with firemen's pay? Holy crap!

    Wait...

The Bossier City Council will investigate? Oh thank heavens! Their record of successfully crunching numbers is flawless. Thank goodness for BCC!

According to me what is b.s.? You lost me there.

  21. 5:30, They are wanting to replacing the competent people with those whose only qualifications are being the chief's cousin, a drinking buddy, Mason, and meets Jimmy Hall'sapproval. It sure is strange how the departments have started going down the crapper within the past couple of years since Jimmy Hall has been allowed to run things, and that started when Lo Walker became mayor.

    ReplyDelete
  22. I would agree with that assessment. There have been many good people leave the ranks because of the poor management.

The goodoldboy thing is a fact. For example some people get the opportunity to get certain training while others are denied that training. If one gets all the training needed on their own against the wishes of the chiefs they are then targeted. There are numerous example s of that over the past few years.

    ReplyDelete
  23. That way when they train certain ones and not others the Jimmy Hall controlled administration can claim the ones who aren't trained are dumbasses and not worthy of assignments or promotions.

  24. Anon at 7:12, I was talking about the people at the PD. Each Departmetn has their own issues; along with their own crybabys, suckups, and dead weight.

But you know what it's not that much different anywhere else, I know it was the same at my previous employer.

    ReplyDelete
  25. 7:12
I sure the department would be at a lost if you left. I would love to see some of your evaluations to see how you stack up to your peers, then we could see just how much you know! I would venture to say that you are one of the border line officers who does just enough to get by and grips about everything that makes you earn your money! Just sayin!

    ReplyDelete
  26. 6:36, I bet you can't "grip" the ability to spell gripe. G-R-I-P-E. The word ends in an "E," and it's silent. Good thing this wasn't on the new deputy chief test. Oh, I'm sorry, there was no deputy chief test when the last two were made.

    ReplyDelete
  27. The deputy chief position is set up by the state, not BCPD. The little ole city of Bossier did not get the state to set up the position just for them. You are probably complaining because you think you know everything, and should be in that position. Usually half the department is happy and half his pissed off. It will NEVER change. Cops complain, its what they do best. If I were chief I would want others around me that I trust and are dependable, not someone that just wants my job.

    ReplyDelete
  28. It sure is funny that a lot of politicing was done by certain people from this "little ole city" to get the legislation passed to change deputy chief qualifications, so don't insult us. As for the chief surrounding himself with dependable people, are you referring to a clueless drinking buddy who has far less qualifications and experience than the people he passed up?

I find it amusing that when you cannot face up to the truth and have to revert to complaining about how a word is spelled speaks volumes to me in your ability to be a loyal police officer who has taken an oath to serve and protect. CHANGE JOBS!

    8:38 AM

You are misinformed also, a city down by New Orleans is to one who pursued the change and the state took it and ran with it.

I am sure you are in the minority to feel as you do and I am glad we have officers who WANT to do their job. I say thanks to those for their service!

    ReplyDelete
  31. 8:38, It amuses me that people like you can only respond by "If you don't like it, 'MOVE' or 'CHANGE JOBS!'" As for the city down by New Orleans doesn't mean certain people from Bossier City didn't lobby for the deputy chief civil service testing changes by taking the civil service people and legistators out for dinner and drinks.

I give up, you are just to valuable asset to the city and smart too! lol Just make up what ever to want as you already have. Have a great life! You couldn't even get my posting time right...lol

  33. 3:41, I'm glad you are giving up. Your illiterate and incomplete sentences are too much to bear.

    ReplyDelete
  34. 3:41n yuk, yuk, must be one of the clueless, yuk, yuk, drinking buddies.

    ReplyDelete
  35. as for the current deputy chiefs they are far more qualified than what they had before. as for them being drinking buddies, that just shows how little you know. you are obviously very bitter your guy did not get the job. as far as those that were before, they were drinking buddies, just flat out drunks!

    ReplyDelete
  36. "Your guy?" Who in hell was my guy. Only two people beside the deputy chief that had seniority and passed the test were considered for deputy chief. No one else. Why don't you stop with the bulls*** and tell the truth as to what is going on. Word has it the next one in line for deputy chief isn't a drinking buddy of the chief, he's the chief's cousin, and that's his only qualifications. That is nepotism pure and simple and the the people of Bossier City deserves better.

    ReplyDelete
  37. I'll agree with the comment that says what we have now is far better than what we had. Actually, the most senior deputy chief is the one we are most disappointed about. All he seems to care about is kissing the right person's ass so that his wife can be the next chief of dispatch. He has completely turned his back on the officers. He went from a very popular supervisor to someone who everyone wants to retire. As far as the other two, I don't have don't have a problem with at all.
I don't know who you are or why you keep calling them drinking buddies. Its a little bit of a stretch to keep referring them in that way. I will agree with others. Your really bitter about something.

    ReplyDelete
  38. My problem is the people you don't have a problem with are screwing decent officers by changing the civil service rules and not having the balls to say they had their fingers in it.
If they deny they are not going to choose the chief's cousin for the next deputy chief, we'll see who is a liar when a position opens.
True, McWilliams was given a department that was about to go over the cliff, all he has done, along with his cronies, is stomp on the accelerator. At least Halphen had the balls to stand up to the powers in city hall.

    ReplyDelete
  39. We all know who the next deputy chief is going to be. It wouldn't be my first choice but it's not a horrible choice either. No, I know for a fact McWilliams didn't have anything to do with changing civil service law for deputy chief qualifications. It was in the process of being changed statewide before He became chief. Halphen may have had his hand in it but not McWilliams.
Judging by your comments, you seem to have a me, me, me attitude. Changes were made that you didn't benefit from personally so now your mad. I personally think you are directing your anger onto the wrong people. Jimmy Hall is the problem. He is the whole damn city's problem. Remember it's easy to sit back and say what you would do if you were in a certain position but you never really know until you are actually there. Calm down and give the man a chance.

    ReplyDelete
  40. I agree with you about Jimmy Hall, and we all know he picked the chief becaue he knew who would be easier to control. I'm tired of hearing, "The chief can only do what he's told to do." I do have to give the chief credit for that, he does what he's told. Halphen had his faults but he also came up with ideas once and a while.

  42. It seems that Sammy left Bossier City to a better job with the parish, but instead he was running from malfeasance. To throw everybody off his trail he attacked Bossier Parish EMS with allegations that proved to be wrong. Shame on you Sammy, how about standing up and just resigning from Bossier Parish and enjoy your half of retirement.
