"Ethics" Reforms Strip Enforcement

Under the new "ethics" laws passed by the legislature, a couple of changes are taking place. First, the burden of proof has been increased, making it difficult to find anyone guilty of violating ethics laws.
Second, power has been stripped from the Ethics Board, a 'civilian' authority, and given to politically connected administrative law judges.
