Lots of money in play in Bossier Marshal's race

Lynn Austin is out in front in the money race for the Bossier City Marshal’s office, having collected donations of $119,900 to date. That’s more than twice as much as his opponents combined.
Sam Wyatt has reported donations of $23,785 and Carl Richard $21,050. In addition, Austin loaned his campaign $50,000 at the beginning of the race, meaning that he has had $169,900 to work with.
There is nothing at all wrong or unethical in this. That’s just a lot of money in play for a city marshal’s race.
Compare this to the Shreveport City Marshal’s race in 2008 where both candidates (Charlie Caldwell and Mike Van Sant) raised a total of $110,285, less than Lynn Austin’s contributions alone. Caldwell, the winner, raised $40,060 and Van Sant $70,225.
From what I’m hearing, the race is much closer than the dollars would indicate. We’ll know next week.

  4. Austin is in for the shock of his life! Should have stayed as CAO, and retired on top! Now, he will leave after loosing his first campaign..

    It is funny how he offered to reduce his salary by 40% for the good of the city, since he has made $110,000 for the past 5 1/2 years, and never reduced that salary or returned any portion of it to the city. But as we all know, the Marshal's salary is set by state law, so why wouldn't he make that statement! He knows he can't do it!

    I have to congratulate Mr. Austin, he is a smooth talker, just like President Obama! And we see where that has got us! But then again, at least President Obama knows how to use an email!

  8. Enough with the bankruptcy crap. When I was very young, I remember my parents falling on hard times and had to file for bankruptcy. I remember sleeping on sleeping bags in the storage room of a friends rental business because they lost the house and everything else. They worked very hard to get us back into mainstream life. They just celebrated their 55th wedding anniversary. All you are doing is alienating those who have had to bite the bullet... so shut up!

  9. I was under the impression that city employees were prohibited from campaigning. In fact, last fall one of our esteemed (and I use that term loosely) councilmen tried to have a city police officer disciplined last fall during the meetings about layoffs because he made an audible utterance during the meeting. Are the marshal's employees not civil service? Even so, is it ethical to use them to campaign?

  10. I agree with Thom in BC. Focus on a candidates qualifications and not a financial hardship, which millions of Americans have suffered in the last couple of years. Do I agree with Richard's philosophy, no I don’t. But there is no reason to personally attack him.

    I am concerned why Mr. Austin is now saying he would cut his pay 40% a week before the election. That appears to be a move just to get elected. That statement conflicts with Mr. Austin’s history of public service. From what I have learned about Mr. Austin, he has two public retirements, and never cut the pay on those positions prior to retirement. And he worked for Mayor Walker making over $100,000 a year and never cut that pay. If Mr. Austin would have reduced his pay before the layoffs in 2009, he could have saved two police officers or firefighters from being laid off, or could have saved three city employee positions.

Yall are in for a rude awaking if yall think for one moment that just as in the OBAMA dilemma, the sleeping Giant is indeed awake and the people are savvy and smart- Very smart and they do not have any intention of their tax dollars going towards another retirement plan for any candidate when they are struggling to get just one!
    This is just Wrong!! Everybody knows Austin can't legally give up 40% or any % for that matter he is just thinking the citizens of Bossier City won't bother to check into it. He is not in touch with reality if he hasn't kept up with the advances of technology, facebook, twitter, and every internet device being to research anything at your finger tips- Next interview needs to address his humble pay cut, after they ask why he didn't think of this when the City had to lay off firemen and policemen, his salary would have kept 2 employees on the line- The lay off was embarrassing as heck, Shreveport felt sorry for us and hired the laid off employees,us with three Casino's revenue and they just have two, very poor management that Austin was clearly a crucial part of.
    The People know it all, and it will prevail at the polls-
    Maybe Austin could have been elected 20 years ago when investigating or researcing facts took weeks or months. Not Today, "The Fat Lady will Sing"

  13. The deputies are not civil service and there is nothing illegal or unethical about them wanting a say in who will be their boss. They love their jobs and this city and want to continue their good stewardship with this city. They know all the candidates and are backing the man that they feel is most capable to lead in all areas of their office. The Bossier Marshal's office is not the typical marshal's office that is found throughout the rest of the state. Bossier sets the bar by which all other offices are judged and the deputies are one reason why. These deputies have shown their dedication to the citizens of this city through not just their everyday duties, but by patroling and policing through tornados, hurricanes, filling sandbags through floods, and filling in for their bossier police brothers through every emergency they have been asked to help with. I hope the city shows their appreciation by supporting them and their choice for City Marshal, Lynn Austin.

  14. This talk about retirement pay is ridiculous. Nobody receives retirement if you don't put in the years to earn it. Someone is going to do each job and pull the retirement for that job, so it is not like it is costing anyone extra money. Do you realize how many military in our area retire from the military and then resume jobs in the private sector and then retire from the also. There is nothing wrong with working hard and putting in the years to earn something.

  15. Why do several of the Bossier City Marshal's, live in the City of Shreveport and other areas outside Bossier City, and still take their Marshal's car home? They do not have an on call status like the Bossier City Fire Department or Police Department. The last time I check court closed around 5 pm, and I have never seen a deputy marshal serve papers at night. Since gas is almost $4.00 a gallon, and since they live outside the city, shouldn't they park their vehicles at the Marshal's Office instead of using them for personal use?

    You are so right. Filing for bankruptcy does not make you a bad person. Times are hard and unfortunately bankruptcy happens.
    If a person files bankruptcy more than once, it becaomes questionable. Also, as far as Richard has told us, he has had continuous work in Shreveport. In Matt's blog someone mentioned that his wife works for the school system for years. So, it seems like poor budgeting, not hard times that caused Carl Richard to file bankruptcy. It is very relevant in this race. If he cannot manage his own budget, how can we expect him to run the budget in the Marshal's office? I am not being ugly or attacking Mr Richard. I am sure he is a good person. Just stating the facts as I see them.

    Not trying to be argumentative, but your "facts" are speculation. (The word "seems" gives it away.

    There could have been unforeseen circumstances which caused Richard to file for bankruptcy.

    I haven't even heard of Richard filing for bankruptcy except on the comment section of this blog. It may have happened, but it's obviously a non-issue as this comment thread is the only place it has appeared.

    Two gainfully employed people filed bankruptcy!! No catostrophic illnesses!! No loss of wages!! No hurricanes!! no divorces!! Face the facts!!

  20. The deputies jobs are not understood by the general public. Most people think they just work from 8 till 5, but that is not true. In some cases they have legal documents of the court that must be served in person. Lots of times that means seizing a vehicle, home or contents of a home, an arrest warrant, etc. Do you know how often people hide cars and try to dodge them so they can not be served? These deputies may leave their house at 11pm to catch somebody that is just coming to work at wal mart, they may circle the parking lots of the boats at 4 am looking for a vehicle. Contrary to what most people believe, they are on call for an emergency 24 hours a day, 7 days a week. In case of bad weather, flood danger or any other emergency situation that happens in this city, they are called to respond. They do bring their cars home like every other law agency, but when they get home the vehicles are parked and used for business only. If you see a deputy in his vehicle in what you might consider "office hours" or on weekends, I assure you that they are on official business. By the way, Shreveport Marshal's office bring home their units also.

I do not know where you grew up, but I am willing to bet it was not in Bossier. If you did grow up in Bossier, you must have had you head under a rock to not know more about a canidate you support. If you are going to investigate one candidate, then investigate them all. I think you would be in for a real surprise. I assure you, you are not making friends or making a postitive influence on the long-time citizens of this city. They know the history. It just really makes you look bad.

    1. Richard quit the Bossier office. His reason this election cycle has always been because he had greater opportunities in Shreveport Marshal's office.

    2. He filed for bankruptcy.

    3. Platinum Teen club was the business.

    If it is wrong, can you substantiate your claims?

    Furthermore, I asked for questions for the interviews on the Tea Party site, and none were submitted.

    Finally, Lynn Austin is the candidate who refused interview with the Tea Party. What questions didn't he want us to ask?

  31. Were any citations issued for the club or their owners? Did anything illegal happen on club property?

    This is a non-issue. Imply that illicit activities occurred to lead people to speculate that Richard is a shady character, all the while trying to distract from the fact that he has more experience in a Marshal's office than the other two combined, and that he's not trying to build BCPD II.

    In the process of this election cycle, illicit campaign activities were committed by one candidate or his supporters, but nobody seems interested in that story. Nobody questions how that candidate will do the job if he has never spent any time in the Marshal's office, Bossier or otherwise.

Anybody out there got a question for Lynn,call. He will graciously answer any questions. He has nothing to hide. He can't help the fact that he is such a hard worker and PROVEN leader that people keep calling him to work for them. You can't even accept the fact that he will reduce his salary by 40 percent. You want everyone to show the proof about Carl, where is your proof that Lynn won't honor his word and return 40 percent? You may like him or not, but he is a man of his word.

Yet you did not mention that he has never worked in the marshal's office. What's worst, the third candidate has never been the Chief of Police or Head of Security for the Bossier School Board or the CAO of a city. Guess that makes that third candidate really inadequate. You are building a good case for Lynn!!

  35. ask him about how he treated the marshals that were working security in the mall when they asked him to move out of the fire lane of Pierre Bossier. He refused to move and was ultimately issued a citation at the request of mall security who also asked him to move. Of course i'm sure he got it fixed but if i would have said the things he did I would have been skull drug.

    Carl says moving the internet crimes task force could be the best move. Now if you don't know it, the Marshals office uses all but $100,000 dollars of money they make from fines and collections to fund themselves. That means that the tax payers don't even pay for the entire marshals salary. You tell me then why would you move the task force. I work for one of the agencies that has someone who is assigned to that task force. Other law enforcement agencies have dozens of different crimes they must investigate and deal with. The marhals office only focuses on one which is the most important victims out there. That would be the stupidest thing ever to do.

The first thing you need to know about picking a canadate for office is just because he can bounce a basketball, that don't make him able to play in the NBA. Secondly, don't go by what a canadate tells you because they ain't all telling the truth. Some don't know the truth if it slaps them in the face. Like the previous bloggers said, how and why Richard really left the marshal's office ain't a big secret. Any deputy in the state that has been there longer than 2 years could have told you the truth. The Shreveport Times has records of his DA forgeries and the spd trouble with his club business. A courthouse check would have shown you his financial woes. You did not do your homework. Remember, if he quacks like a duck, walks like a duck, it's a duck!

Do you know how many double retiree's there are? Almost every veteran has double retirement now, and I don't see anyone screaming at them. You moan and groan when he took a full salary and now you are moaning and groaning when he said he would take 40 percent less. This is the least amount he can take according to state laws. Now what else? This is about who has the skills and qualifications to head the marshal's office, not about how much retirement money he recieves.

  45. Lynn's did not set the city budget or control the city budget or have a vote in the way the city spent the money. You need to take that issue up at your next city council election and the mayor's election. Face it, there was no need for any person to take a salary reduction if the council had stopped spending money like they were drunk sailors at home on leave. Just not spending the money they spent on additional tennis courts and building a clubhouse at the tennis courts could have saved those jobs. Not spending hundred of thousands on a parking garage could have saved those jobs. Not spending city money in improvements of subdivisions out of city limits that their buddies build could have saved their jobs. The list goes on and on. Lest you forget, they "mysteriously" found the 6 mill that was lost in a different fund. Like I said, you are beating the wrong horse. Lets remember these firefighters and police when the mayor and city-council elections come around. Right now this is about finding the right candidate to sit in the marshal's office.

    And I have not seen any comments about Ricard that are not true, that is not evil.
    There have also been comments from some of his peers-on the marshal's office- that do not respect him. We can keep this up as long as Matt Sciba would like to. There are more skeletons, waiting.

If the public wants more cops and firemen then they will need to pay more taxes for that particular expense. The pension funds need to be discussed just like your own retirement. You took a hit but the taxpayers take the hit on theirs. By the way, Sammy Watt was on the pension board.

  49. This is the way I see it: Austin compounds his unethical behavior ie emails, campaign party...by spouting he did nothing wrong on television and speaking engagements.. Sammy is not a man of his word...supports Austin and then decides to also run..Richard is one who is repeatedly flagged for bankruptcy issues...so what, he probably learned a valuable lesson from this and has come back with honor........he has more experience without doubt and will make a better marshall than has ever been!!!

  53. I am a BCPD officer. I can honestly say Sam came to work everyday in a good mood and ready to work. He work as hard as anyone every single day. He did it with honesty and integrity. About the retirement board, Sam was elected to the board after the decisions were made to buy those stupid golf courses. What a lot of people do not know is once elected, he went to Chief Halphen's office and questioned him about a trip he and others took using the pention funds money. He was told to get the F*** out of his office. A week later Sam was demoted from juvenile detective back to patrol. All because he questioned some unethical behavior. He IS going to make a great City Marshal for Bossier City and Im behind him 100%. If any have noticed there has not been one negative thing said about Sam since the campaigns have started.

  55. I like Sam, but I have a few concerns maybe someone can help me with . . .

    1. If his heart is serving the citizens of Bossier City, why did he take an early retirement from the police department to take employment in the corporate world? It seems to me if he truly loves serving Bossier City like he says he does he would have stayed. I am sure it was a great opportunity for him, but so is the marshal's job. Does he want to serve Bossier City or continue chasing better opportunities for himself?

    2. His signs say, "Focused on a Safer Future." We have a fine police force in Bossier and don't need another. Does he realize what the marshal's office is responsible for; serving papers, court security, property seizures, etc.? Except for court security, there is not a lot the marshal's office does for the safety of Bossier citizens.

  57. Sammy took the other job for the betterment of his family but has personally never let go of being a police officer. It's in his blood. Though he may never say it he regrets leaving. He's a good man. He was never on the best side of Halphen because he never sided with politics but rather with legally/morally right and wrong. I'm sure he's having difficulty with the whole election game because he won't mislead the people from who he actually is.

  58. Sam didn't want to leave BCPD. Chesapeake Energy called and offered him a job, he didn't call them. Sam decision was to stay at BCPD and the mayor and city council cut your pay or take an early retirement and go with Chesapeake and let them double your salary. Which would you choose? I believe Sam will actually take a pay cut if he leaves Chesapeake but he really enjoyed his job as a public servant. As far as question 2, he is talking about the Internet task force. As it has been repeated a number of times, there is the duplication of services.

I wonder how Chesapeake feels about him trying to leave after the company invested a lot of money in him? I guess he wants to take that training and leave Chesapeake hanging.

  63. Chesapeake supports Sammy in his endeavor. His superiors are retired law enforcement and understand his passion and this once in a lifetime opportunity. They support him win or lose. They do not feel as if he is bailing out on them due to the fact that the circumstances surrounding the need for a new Bossier City Marshal were not something that could be foreseen. Anything else.

What is funny, Lynn Austin tried calling his boss to try and rat Sam out about running for city marshal but he was too late again.   68. Sammy spent 18 years with BCPD not 6 months and then swapped jobs. He has had now 2 jobs in the last 20 years of his life. He is not a job hopper. This opportunity could not have been foreseen to present itself. In the same note, Austin has held half a dozen in his career within different agencies of the city/parish.

  71. Just read the endorsement of the times, and just like Richard, they don't know what the devil they are talking about. First of all, the office does not employ 19. Have no idea where he came up with that number. There is a total of 17, including the switch board operator. They only have 7 street deputies. The remainder of the employees make up clerical staff, garnishment clerk, metal detector screener for court, probabtion and parole,etc. Secondly, Carl is not giving you the total count in Shreveport because he is not counting all clerical. Just another example of his under-handed way of doing business.

It implies a law enforcement function that the average voter associates with street patrol and investigative functions, neither of which is a practical application of what the Marshal's Office is statutorily charged with doing on a day to day basis.

    Anon 3/28 7:26 I have my money ready, & can tell you that after having spent 40 minutes with Lynn Austin in a personal and candid exchange of ideas, I would not necessarily consider the payment to you to be a loss. I may disagree with Lynn on a variety of topics, but I do appreciate the time he gave to me. If for no other reason, Lynn and I have learned that contrary to what others may say, neither of us is Satan incarnate. And that even among political opponents, there is always a place for mature discourse, and there just may be common ground that would never have been discovered had the time not been sacrificed to seek it.

  75. To the poster about evidence Carl is wrong. HaHa, that is funny. The Shreveport Times and the legal news is full of all kind of evidence that Carl is not the right person for this job. As far as being wrong about the number of employees the marshal's office employs, call them and get the correct number. That is what I did! As far as multi-taskers, the Bossier office can't be beat. Want proof? Pick up the phone and call the Bossier Clerks office. They can tell you how much they hate to send things to Shreveport because the Shreveport office can't handle their business.

I don't understand that. The marshal's office is not a police force. They serve the city court with enforcement of civil procedures. It is a great gesture, but it is not their job to protect kids on the internet. I think Richard's idea of passing the task force to a law enforcement agency only makes sense. Then the BCM could focus on their duties and actually downsize if some of the deputies' responsibilities decrease by not having the task force.

    Everyone knows how popular the task force is with parents. But I have yet to see any stats mentioned in this campaign. Do they work it daily, weekly, monthly? How many predators have they actually taken off the street and convicted? How safe is it making our children? Or is it an insignificant task force that meets only occassionally to use as material for political campaigns? I don't know. I am asking.

    As a life-long Bossier City resident I don't want the marshal's office taking on the police department's role, no more than I would want the utilities department taking on the marshal's office's role.

    I can only wait for the backlash, but that's just how I feel, and I don't expect everyone else to feel that way. Just pointing out something to consider.

    I would like to see the marshal's office eliminated. It's resources and duties could be taken over by the police department. In the parish, the sheriff's department serves both roles. So why can't that be done in Bossier City? That would surely save the taxpayers some money without anyone having to cut their salary. But I guess that would mean one less politician out there to build his kingdom.

  79. The state mandates that there is a marshals office in every city that has a city court, so they can not do away with it. Ask any member of that taskforce agency, including the bossier sheriff's department if they want that task force moved and they will tell you NO. None of the other agencies wanted to head the taskforce which is why Johnny took on the project. As for me, I am glad somebody out there cared enough about my children to take these predators on . If these deputies are handling the responsibilites of the court first, and believe me they must because the honorable Thomas Wilson would not put up with it if they wern't, what is wrong with the marshals office taking on more. I personally admire people who ask "what else can I do to serve you" rather than the heard too often "it's not my job".

    I think the ones who know this city and the role of the BOSSIER MARSHALS office the best is its deputies and they support Mr. Austin.

    I think the ones who know the taskforce the best is its memebers and they do not want it moved. It should stay where it is.

  81. There is no proof that the Deputies of the Bossier City Marshalls Office support Lynn Austin.... only a commercial saying so... If you could pole all of them with a promise that they would not be fired, then and only then, you would have the answer. I would bet my next paycheck that it isn't what the commercial says it is! I vote to give the BCM office all of the rapes and robberies in B.C. too. Yea, that makes alot of sense. I suspect they have only made very few arrests of preditors. And, they are not going to give it up because its called "informational power".

  85. I haven't seen the commercial, but I was told it had Rick Ware and nine deputies not in uniform in it. I knew a guy once who was given a special deputy marshal commission from Johnny Wyatt. He was not an employee and performed no function, he just got a badge and ID for his wallet. I wonder if the deputies in the commercial are actually employed with the marshal's office?

    If they were actually employed deputies, I wonder if they fear for their job if they don't go along. Does anyone know if the deputies have civil service protection? If they are not civil service and could be fired for not supporting a particular candidate, I will have to believe that not all of the deputies are actually supporting Austin.

  86. Those are the real deputies of the office and if you knew these people, you would know they are people of true integrity and don't play politics. To insinuate that they do is an insult to them, especially since you don't seem to know them. They were Johnny's loyal staff and they are still loyal to him and the office. They want what they feel is best for the marshal's office and the candidate that they feel best reflects Johnny's vision for the marshal's office. They know all three candidates and most have worked with Richard when he was in Bossier. You have not ever heard one word of scandal or misbehavor about these deputies, and you never will. They are hard working and dedicated. Sammy Wyatt has said that this is an excellent staff.

  87. To Jerry in BC. Your post is foolish. Giving rapes and robbery to the marshal's office? First of all, if it is a misdemeanor, guess what, it will end up in the city court, therefore, the marshal's office. Secondly, you must be a Richard supporter because he is the only candidate who doesn't seem to get the importance of the internet task force. If it just takes one pervert of the street per month, it is worth it because one pervert hits on hundreds of innocent children. I assure you they have made hundreds of arrests.
    Both Sammy Wyatt and Lynn Austin know the value of this taskforce. Why would argue or ridicule a project that is trying to protect children. Unless you are a pervert and scaird of being caught, there is not a reason.

The important thing to me was that he had was willing to talk to and listen to(of all people), one of his most vocal opponents, me.

  90. the task force over the past approximatey 4 yrs has provided agencies involved begining info that led to 165 arrests for being a preditor resulting thus far with 50 convictions and some cases still pending. some kids have been saved from the horror of death or molestation. god forbid if it was one of mine you bet im for it.

  94. From my understanding, when you are a condidate for office or a political figure, unfortunately it is more difficult to sue someone unless it is proven that the individual maliciously defamed or slandered the person in question.

  96. Some have said let's get rid of the marshal's office. I have a better idea. How bout we do away with the Chief Administrative Officer. Governor Jindal wanted to do away with the Lt. Governor position because it doesn't really serve a purpose. The CAO doesn't seem to serve much purpose either.
