Ding, ding, ding. We have a winner. Most insightful post yet. Whittington is utterly incapable of making a decision. 90% of the so-called relationships he has throughout the parish are simply because he was associated with Deen for so many years. Dempsey will get Deen's support and all the money and voters that comes with it. Sit down and have a conversation with Dempsey and Whittington and ask some tough questions. Your mind will be made up within 5 minutes. Anyone else that enters this race is running for 2nd place.

The only good man that has been mentioned in any of these post is Danny Dison. Now if he got in the race I think he would have a good shot at beating both Whittington and Dempsey. For Halphen to enter the race someone would have to sober him up first and then try to keep him sober! I don't know why you would think Whittington can't make a decision. Whittington was offered the opportunity to run for Sheriff with the support of the department and told his superiors (before witnesses) he would definitely NOT run for sheriff. Then he went home and talked to his daddy. When Dempsey expressed interest in running if Sheriff Deen retired, Whittington got mad and QUIT! You folks have forgotten or too young to remember that cousin Deen was given money by Daddy Whittington to run for sheriff back in 1987 with the promise to hand it over to Julian when he retired. After 12 years with BSO you are vested and therefor can retire. Whittington retired because he wanted to. Deen has purposely ran alot of good men and women off from his department. Whittington was not always in favor of Deen's judgement calls. As far as kinship being an issue.....it's not. Having been associated with the Sheriff's Posse for the last 16 years I have I have my own perspective of the Sheriff and his organization. The positive things accomplished by Larry Deen far out weighs any negatives. I respect his decision to retire and wish him well. I am looking for not only the best officer and leader, but also who will manage our tax dollars best. Everyone wants Larry Dean Gone but yet we are already makingthe race come down to his two right hand men. Neither one have any actual police experience. Both were GIVEN their position and did not earn them.
Everyone thinks Whittington had some falling out with Dean because he stood up to Dean but as far as I know he has never stood up to Dean. He always seemed like a frightened puppy when Dean was around.
Most of you don't remember how Dean was Vol's right hand man and they had a falling out and we then handed the job over to Dean. Seems like De Ja Vue to me except I dont believe there was a falling out.
As for Dempsey, Anyone considering him has got to be out their minds. Enough said on him.
I dont know McConnell but I do know he has actual law enforcement experience. Im not saying Im voting for him but He retired from SPD t ocome to work for BPSO because he like others on the outside thought LArry was a great guy. He soon found out what most of us already knew.

I agree with 2:41. We have no idea yet what Dempsey or Whittington plans to do with the office. It could be more of the same. That may be fine for most, so be it. And I am not supporting anyone yet, but when McConnell begins his campaign and you hear about some of the things that go on in that agency, take it from this former deputy (who never worked with McConnell) they are all true. Just the fact that a clerical person makes a six figure salary and has a car assigned to her should be enough to outrage most voters. But what really shocks me is that since that has been made public, no one has asked why. And it's not what most think. I won't say because I didn't witness it, but ask some of the old deputies from the Dooley administration why she is so taken care of. My favorite quote from the movie The Godfather . . . I would think he could keep the Marshal's job if he ran. He could then resign if he was elected Sheriff and have the Marshal's job waiting in case he didn't.

Dempsey is NOT a member of Sheriff Dean's church, and as far as I know has never even visited there. Dempsey was raised a good ole Baptist boy, and is now a Deacon in the church where he and his wife's people have attended for many years. The name would have told me where which is what I really wanted to know (and should have worded it like that)but your previous post and the 8:43 post answered that. Apparently it's a Baptist church in Haughton.
It does not matter what church he goes to. The matter to me is does he learn anything from it and practice what he learns. Like Honesty and integrity. Not greed and deceipt. From an employee stand point the deceipt continues. According to Myrick in a meeting we were told we had to submit 20 names of people that we know who we would be willing to go to, with Doyle in support of him. We were told by Chief Myrick after a meeting with Doyle that we were going to support Doyle Dempsey if not oh well.....Read between the lines. The dictatorship continues in the BSO. Business as usual with Doyle and Myrick running the show. I think Dempsey goes to the Sheriff's church on Friday nights and attends his regular church which I believe is Assembley of God in Haughton, not Baptist.ReplyDelete
I just went to Home Depot in N. Bossier and saw Dempsey and about five other deputies in uniform and marked sheriff's cars handing out fliers for Dempsey's vote for sheriff. Is this legal or ethical? Anybody know?ReplyDelete

Politicing on duty is nothing new with the Sheriff's Department. Win anyway you can I guess. So much for Dempsey being ethical and honest. Why did I say that and why did I expect anything else, he, Myrick and Whittington were all trained and groomed by the best.
Just goes to show the people of the Parish if your the High Sheriff your above the law when using taxpayer money. You can authorize any deputy to do anything they in uniform as long as it adheres to his laws. So we are funding Doyle Dempsey's campaign whether we want to or not. Oh, but they will say they are on call 24/7 so this is the only time he has to do this. At our expense. Myrick even said the most important thing the department needed to do throughout the election was to serve the people of Bossier and do our jobs. When someone asked him what we could do to help in the election he did say that we would be getting names of people who would support Dempsey, if that person wanted to help, and only then. I have to say that until now I wasnt sure who to fall in with Whittington or Dempsey. They both are good men, but now I do know. No one with Dempsey would have made up those lies, so I just joined his campaign. I guess when it gets tough and you dont have a record of accomplishment, you grab for the dirt.

Come to think of it, anyone with any kind of rank at BPSO is a joke when it comes to law enforcement. None of them has law wnforcement experience. Find me one with the rank of Captain or above that has ever made an arrest. I just dont undertand how people can work for an law enforcement agency where the supervisors cant even begin to go out and do the job they expect others to do. Whats crazy is that Bossier Parish citizens love it. Oh by the way the criminals do too. Most BPSO deputies cant even fill out a simple accident report. They usually call the state police to do it for them. The deputies want to be able to go out and do police work so bad but dont know how because of this sherriff. What most of them do know is what they've pretty much learned on their own. Larry Dean is a joke. Its time for BPSO to become a real law enforcement agency not continue to be a political office.
Whittington and Dempsey should change their names to Deen. If these men were so good we why did they let Deen keep spending our tax dollars. I have have only worked in business type jobs, but I would never talk to my employees about who they should vote for. Some in positions who know what the general public needs to know about what goes on in public agencies would cause themselves problems if their true identity was known. But my question is this, and you may have the answer . . . how many times in the last year has the department passed out fliers to keep Bossier safe in an emergency, and how many times has the undersheriff been involved on a weekend? If the answer is once a month, then I am good. But if this is the first time they have done it or this is the first time the undersheriff has been involved then you can say what you want but most of us will believe it was truly a disguised campaign effort on his part. And I have no issue with the undersheriff campaigning under the colors of the department, because he for all intent and purposes is the incumbent, as long as taxpayer resources are not being used. And if they are, then it really doesn't matter because most Bossier voters really don't care. In the name of law enforcement, they will open their wallets for the politicians to build their empires.
I too have speak up for Under Sheriff Dempsey. I went to Home Depot today and was greeted very professionaly by who was most likely an Exodus member and was given a booklet that spoke of the Bossier Sheriff's office and times of disaster. I observed no politicing of any kind.ReplyDelete

Shelia many times if you sign in with your GMail account it will show the B beside your name in blue. I think this indicates a person has a blog or can show info other blog users can see. That happened to me before so I just sign in as anonymous. This might be what happened in your case.

Plus, it's easy to identify yourself if you are part of and/or support the establishment. Sometimes those we need to hear from the most, the ones who are exposing the establishment, must remain anonymous to protect themselves. Even the most simple-minded should see that.
But too even the most simple-minded would have realized Dempsey, regardless of what it appeared to be doing at Home Depot, was campaigning. And there is nothing wrong with that. I am ready to hear from him and the other candidates to hear what their platforms are so I can start making my decision on who to support.

I appriciate the opportunity to answer your question about Whittington and Dempsey being "jokes". Under no circumstances do I think they are jokes. During the time I spent at the Bossier Sheriff's Office, I observed many things that i did not agree with or condone. Some things were dishonest and down right illegal. The biggest part of the deputies making false arrests is due to the lack of training. We in law enforcement do not have the luxury to make mistakes. We wind up dead or spending time in a federal prison. I was astounded when I observed the lack of training the new road deputies received. This lack of knowledge of the law was not limited to road deputies but to supervisors also. They constantly gave bad information to subordinates. The Bossier Sheriff's Office needs a leader who knows the law and has the experience to guide it and its people in the direction it needs to go. So, I have come full circle to your question reguarding Whittington and Dempsey being a "joke". Again, the answer is no, but I must add that neither meet the bare minimum standard of knowledge or experience with crime to fill the roll of the chief law enforcement officer for the parish. Thanks for the questin and with Jim's permission, I will be submitting an article for his readers which will outline other things that the citizens of this parish will find interesting about it's sheriff's office. Again, thanks for the question and I encourage more.

I am a former deputy (from many years back). I look forward to what you have to say about what goes on at the sheriff's department. I hope you will eventually speak out about a few things that bothered me when I was there . . .
1. The assignment of cars to non-essential, non-law enforcement personnel, and the assignment of cars to those who are part-time or not even employed at the department. While I can appreciate clerical people driving around in marked cars give the impression of a higher law enforcement presence, I don't think it's up to the taxpayers to provide them with transportation to and from the courthouse on a daily basis.
I also wonder about the liability. That patrol car is a sign of help to anyone in distress. What would happen if a clerical person with no experience, field training, courage, etc. drove up on a life-threatening situation and got hurt, or worse, failed to act? It seems very risky.
2. The pay scale (or lack thereof). I have never understood how a clerical person who works 8 to 430 Monday thru Friday, who never works a holiday, weekend or nightshift, and who never has to respond to life-threatening situations, can make as much, and sometimes even more, than the brave deputies out there by themselves on the road keeping us safe.
3. Patrol staffing at night. Most folks see all the patrol cars during the day (see comment 1) and have no idea that sometimes there are only three or four deputies out in the whole parish in the middle of the night, when the citizens are most vulnerable . . . at home sleeping.

I was visiting a rural cemetery recently, and when a BPSO deputy saw my car there, he pulled in and looked me over, which I did not resent considering the vandalism that happens in cemeteries. But after he was that I was just an old man being a history buff and looking at all the old tombstones, he continued to sit there and watch me, so I slowed down my visit and spent more time there just to see how much time would be wasted on a situation which anyone with good sense could tell was not at all criminal in nature. It was a full half hour that I was watched and then when I left the cemetery, the deputy drove right behind me, at an unsafe following distance all the way back to Bossier City. 8:11 - The two I know about . . . one is a local preacher who serves as a chaplain, as needed, and the other was a 12 year non-law enforcement retiree who kept his SUV for several years beyond his retirement until his death a few years ago. Both of these were long after I left the department, but I knew them both. Maybe there is a deputy serving now who knows more about it or may even know of others. Then there is the garage employee who works two days a week that has an unmarked pick up truck assigned to him permanently. I saw the chaplain and his wife going to a local restaurant in his car a few weeks ago.ReplyDelete

Thanks for the questions. The reason that there are non-emergency employees that are given take home parish owened vehicles by this administration is considered a perk or a reward. Some would say that it is warranted and some would say that it is not. The citizens of this parish would have to make up their own mind on that matter. And, yes there is a huge amount of civil liabiliy that hangs over the sheriff's office concerning employees driving marked units and who are not certified law enforcement such as the "Possie". By policy, they are not to carry firearms. This only compounds the problem because many of them do. I want every abled bodied "Possie" member to be certified to carry a firearm who can because I don't want to read the headlines where they were killed after walking in on a robbey at a Circle-K unarmed. They have no less rights than any other law abiding citizen of this parish.
In referance to the outrageous pay scale for the sheriff's office administration, I look at it with raised eyebrows just like every other taxpayer in this parish. If you go to my political website at www.mikemcconnellforbossiersheriff.com and read the artical on the last page, you will know my thought on the topic.
You are correct in referance to there only being 4-6 deputies assigned to the whole parish on the graveyard shift. Some times there are only two. This is wreckless and irresposible management. I have a plan to possibly double the manpower on any given shift with no added expense to the taxpayers. I will utilize deputies from the jails to accomplish this. As you know, we get into law enforcement to make a difference on the streets, not in the jaill. Unfortunately, that is where everyone starts at a sheriff's office. Jail deputies will jump at the chance to get their feet wet on the streets. This is a win-win situation for the sheriff's office and for the citizens of this parish. A thirty minute response time for a citizen calling in a crime in progress is ridiculous especially if life is in danger.

When I was there I saw deputies doing questionable things. I saw deputies do things they should have been fired over move up in the system and become supervision and administration. There are many good deputies in the department but there are as many who don't belong there.
There are a lot of people who enjoy every minute at the department. That's because they are overpaid and have perks beyond what a public employee should have, while the hardest working most courageous deputies languish at the bottom for eternity.
I don't understand your comment about the cars being unmarked. The discussion included both.
My life is an open book and the terminology in use today is "transparent". I have nothing to hide. I will tell you and everyone else who wants to know why I left the sheriff's office. I say "office" because the seat is filled by an elected official which makes it an "office". When I questioned authority or tried to give advice I was sent back to the jail and when I asked why, I was given different answers.
My supervisors who only had about five or so years on the department were threatened by me because of having over forty specialized law enforcement schools, a bachelors degree, assigned to two different street crimes units, six years working as a robbery/homicide detective, and having more commendations and awards than the whole sheriff's office put together. Not to mention it would take a bossier deputy several life times to gain my experience.
I qm not trying to come across as overbearing, you asked the question so now I am answering. I stood up and that's what I got. I could have done like everyone else and not made waves, but I got into law enforcement to make difference and that means inside and out.
I am not a mud slinger, I am presenting fact and I might loose this election but my parents didn't raise a quitter. I resigned on October 28th, which was two months earlier than planned, to run for sheriff. Ask anyone qho knows me an they will tell you that I have planned this for at least ten years.
One of the reasons I hired on with the S.O was to gain knowledge about the department that I had aspirations to some day lead. Needless to say, it didn't take long for me to see the problems within.
I can tell by your post that you are upset with the plain and simple truths that I have spoken. I assume you are of rank within the department and not some young deputy as you claim. You have my name, now make yours known so that you can get brownie points and move up the chain, because that's how it works there.

Larry Deen has served the Parish well. He has done many wonderful things for the people of Bossier Parish throughout his tenure. One of Deen's faults is his way that he treats some of his employees. (No, I'm not some disgruntled employee) The best example of how unfair he has treated employees, was the promotion of Doyle Dempsey to second in command. This man was a former 18 wheeler salesman with zero law enforcement experience. From day one, Dempsey was placed on this pedistal, for some reason, and fast/tracked through the system. Dempsey spent very little time in a patrol car, patrolling the streets of Bossier Parish. One of the only attributes Dempsey has is the "gift of gab". A politician must possess the "gift of gab", but should also be very knowledgable of the office in which he is applying for. Dempsey is a good man but is being prematurally groomed for such an assignment. There are many others at the Sheriff's Ofc. who have been promoted just like Dempsey who do not deserve such assignments but this one is probably the biggest slap in the face of those who have been there for many years. Deen has truly surrounded himself with some real questionable people of the years. One, who is currently a Captain, that should have been prosecuted years ago for attempted murder. (prior to being hired as a Deputy) Hell, he's a Captain that hasn't even attended a Basic Criminal Justice Academy. There are many other un-deserving folks at the department, to many to list in this comment. Currently there is one, well more qualified person in this race and I am sure there will be more that enter. The Bossier Parish Sheriff's Ofc. needs a face lift. Deen may not be publicly endorseing a candidate in this race, but I assure you, there are those who are currently in those lucrative positions are. I am new to this post, but not new to the website and read with interest your posts.
From reading Mr. McConnell's posts, I find that he is willing to bare his beliefs as well as his credentials in order for those of us that are truly attempting to make an informed decision about who to vote for in the Sheriff's election.
Having said that, I believe that Mr. McConnell has stated, albeit, indirectly, that he can stand the heat and does not quit. Anyone who can be employed with the Shreveport Police Department for as long, and accomplish as much has he states he has, does not have anything to prove to me. Although I do not live in Shreveport (I live in Bossier Parish), I commend those officers across the river. I do not wish to live there or have to work as a police officer there due to the amount of crime.
From what Mr. McConnell wrote, he stated that he did attempt to stand up for what was right and was sent back to the jail for doing so. Seems to me that instead of complaining about the administration, he decided to do something about it. He has decided to run for Sheriff.
I don't know much about Mr. McConnell, but I do know this. If he has the opportunity to be the next Sheriff of Bossier Parish, instead of telling his deputies to go to work, he won't pass up the opportunity of getting in the car seat next to them.
Isn't that what we all expect of our next Sheriff?
From one law enforcement officer to another, I think your assessment of BPSO is spot on. Most of the deputies of BPSO would agree. I'm not for sure how your going to be able to get through the brainwashing in which Larry Dean has placed on the voters of Bossier Parish. I'm afraid your gonna have to play dirty politics and force Whittington and possibly Dempsey to answer for the ridiculous and often times illegal things Dean has done over the years.
If you sit back and just explain how your going to improve BPSO your going to lose. I would name all of Dean's top dogs and show where they have little or no law enforcement experience. Playing nice will cause you to place dead last. Ask Sam Wyatt if you don't believe me.
Most of the deputies are begging for someone like you to come in and give that organization some structure which has never had before.

Bossier Parish is no longer a small community. More people means more crime. They tell you every January that the crime rate is down but none of those individuals can tell you how a crime rate is figured. Wake up. Politics and policing do not mix.

I am sure some of his dirty little secrets will come to the surface. Wyatt not winning the marhal's election had nothing to do with keeping quite. He lost because he was not qualified in all areas of the office. He also did not have the full support of the Bossier Police Department. A lot of the officers of BPD simply did not like Wyatt and did not get out and vote for him. Some of the people of Bossier did not like the idea that he left the police dpt and went to work in the public sector. His low numbers reflected all of the above. I do hope that facts get presented in the sheriff's race, but mud-slinging does not come in play. This is a very important election for the citizens of Bossier Parish. Each voter needs to study the facts presented and research each candidate. Where they came from, why they were hired in that first place, what they have to offer, and in some cases, why they left the department. Deen will be supporting Dempsey, make no mistake. Will that be good or bad for Dempsey? Will be interesting to watch.

In reference to the question asked by "Voice of Reason", Anon 9:36 made a great assesment of Sheriff Deen doing a good job as sheriff, but some where down the line, as he built his kingdom, he lost sight of what truley matters the most which is service to the citizens of this parish. He proved it when he raised taxes last year and by being very waistfull with our tax dollars (keeping his management team lavished in luxury) and other things. I suspect that it was greed that clouded his judgement along with all of the interesting friends he picked up along the way. I also agree that Under Sheriff Dempsey was skyrocketed to the top without merit and that other more deserving men and women were passed over for the position. Under my leadership, I will institute a true rank structure within the department which will entail taking a promotional exam. This is fair for all employees of the sheriff's office. I suspect the reason a rank structure has not been put in place before now is that Sheriff Deen arbitrarily gave pay raises over the years and when you give pay raises, you can also give yourself one. This accounts for Sheriff Deen's pay also being out of alignment.
While campaigning, I have learned many interesting things about the Sheriff's Office spending. It reminds me of working a homicide where you follow leads that take you in all sorts of directions. I will be bringing out these facts later in my campaign and on this blog in the near future.
In reference to the statement about there being a Captain on the S.O. who should be in jail for Attempted Homicide and that this same person has never been to the P.O.S.T (Police Officer Standards and Training) Academy, I find this statement very interesting. I have never heard of this before, but, let me say this on the matter, if it is true, then the conspiracy runs deep. It starts at the top most position in the sheriff's office to the Chiefs and Assistant Chiefs to the head over the academy. It means that P.O.S.T documents have been falsified before sending them to Baton Rouge, which means Malfeasance in office, Theft (felony) of State Supplemental Pay and every ticket and every arrest made by this person was illegal which means criminal and civil litigation against everyone envolved and also the sheriff's office. If this is true, then the powers to be do not want it out of the bag.
I also expect that others will jump into this race now that Sheriff Deen in retiring. I am the only person to run against Sheriff Deen in 22 years and I made it known to the public on 1/11/11. I am the only person to have the guts to run against the incumbant Larry Deen. Everyone else is jumping in because he is retiring and not because they were standing up for justice. I am disappointed that he is retiring though... maybe he saw the writing on the wall.
To show you how smart McConnell is - the sheriff's salary is set by state law. He cannot give himself raises. Do the people of Bossier Parish actually want someone like McConnell that keeps making all of these false accusations. Bossier Parish is a lot smarter than that. Thanks for the support. One cop to another, I will not sling mud, I will though, bring out the facts about the Bossier Sheriff's office and it's leaders. Some hecklers will try and say it is mud slinging, it is and will be the truth. You cannot fight against the truth. Under my leadership I will reduce the huge amount of waistfull spending (if your budget doubles in 6 years from 15 million to over 36 million, there is a problem). I will put more deputies on the roads with no extra cost to taxpayers, give more duties to our Posse members, introduce structure and rank to the sheriff's office, bring equality for ALL employees (which means women on patrol- come on, its 2011!), give extra and specialized training to everyone, not just a few elite. This is just a few of much more changes I will make.
I would like to talk a little about your statement that every year they say crime is down but they can't tell you how crime is figured.
Departments that have a population between 200-250,000 report their crime statistics to the Department of Justice (DOJ) and not every crime is reported, only eight. These crimes are manipulated (cooking the books)and sent to DOJ and then administrations relate this information to the public to make it look as if crime is low. There are several other ways to "cook the book" which I will cover in other posts. Fact: Bossier Sheriff's Office cooks the books and I have seen this first hand and I will reveal it.

I think Anon. 4/11/11 @ 9:36 is referring to (deleted). Saw him one day upon entering the courthouse and could not believe he had become a lawman, knowing what I know. He shot a musician years ago outside a night club in Bossier. Rumor was he shot him unprovoked.

I happen to know the deputy that referenced in the attempted murder. I also know the man he shot and the woman it was over. no charges were ever filed. Said deputy went on to serve in the military. i will not name the deputy, but if asked he will tell you the whole story in detail.ReplyDelete
Mc Connell seems like a blow hard to me and just as full of hot air as Deen. This is just my opinion. I cant see myself voting for someone who finds fault in all aspects of the department. My family has a long line of law enforcement in Caddo, Bossier and Bossier City, he has already lost our votes by his posts to this blog!

Since you're being so open with everyone. I've never heard the full story on the facts surrounding you discharging a shotgun in front of a S'port HS at a car. I've always reserved judgement due to never hearing the whole story. I was told that that incident was one of the contributing factors with you leaving SPD. Please explain what happened, if there was any disciplinary action and if you feel like you made the corrrect decision that day. Thank you
I am the spouse of a former BSO deputy who got the short end of the stick handed to him by Myrick and Deen. There isn't alot that Mc Connell can tell me about the department I myself don't already know. I nor my spouse ever drank the "kool aid"! 22 yrs with the BSO. This is Bossier Parish not Shreveport. His ideas will not fly or be well received in the manner he is trying to convey them.I am not in agreement with him on training, etc. I know several deputies who assisted the US Marshall's Office in several raids and still works closely with them today....Apparently they don't have a problem with the training at BSO!

It's like a vehicle, a person can tell you all day that one is great but when you had a bad experience in the past, you will always hate that brand, or model... This is the same instance with this anonymous cat on here... She can't seem to understand that just because of one bad experience, the rest may not be that way...
Those people are the first to complain when they get scolded for coming in 5 minutes late, and say, "But I've been 5 minutes early all week"...

Once again McConnell is wrong on pay raises for BSO. The citizens of Bossier Parish voted a tax in so that are deputies could get a raise. The raises were based on so many dollars per year of service. Where was Mike when deputies didn't even clear $1700 a month???? The state sets Deen's salary.ReplyDelete

I began processing with the Bossier Sheriff's Office in late summer of 2008 and was envolved in a shooting in October. I was assinged to the Robbery/Homicide Unit as an Investigator and was headed to eat when I heard radio traffic of a vehicle pursuit on the west side of town. I continued on to the restaurant but monitored the pursuit which had now progressed to the east side of the city. The officers involved radioed that the suspect was running red lights in excess of 60-70 mph. There was also radio talk that the suspect was possibly wanted for a carjacking in Texas. I was several blocks away from the intersection of Line Ave/Kings Hwy when the pursuit came north on Line Ave from Pierremont. I knew that if the suspect got to Line/Kings he would probably kill someone if he ran the light. I was able to get to the intersection before the suspect and stopped all traffic to let him through. As I was holding traffic at a standstill with me in the intersection, I could hear the sirens from the pursuing units, but did not know the suspect had gotten so far ahead. As I was walking out of the intersection, I happened to look up and observed the suspect vehicle coming straight for me at high speed, and at that moment, I knew I was going to die and leave my wife without a husband and my five year old little girl without her father. I fired one round at the suspect from my shotgun in protection of my life which lodged in the front of the pickup truck. Some might ask why I armed myself with my shotgun when I exited my detective car. The soft lead pellets of a shotgun round have less penetration than that of a 40. caliber round. I also knew that if the suspect were to crash in that intersection and run towards the school, I was going to have to use deadly force against him. I could not, under any circumstances let him enter the school to possibly take hostages.
After the shot was fired, the suspect changed course and continued on. He subsequently made it back to Queensboro where he crashed and later taken into custody.
The new Chief of Police, Henry Whitehorn (Ret. LSP)gave me a letter of reprimand for the incident which was later overturned by the Civil Service Board after they heard the evidence and watched the dashcam video of the initiating officer. The Board consistes of 2 police officers, 2 fireman and 3 civilians. The vote was unanimous to overturn the letter of reprimand and then chastised the Chief for disciplining me for saving lives.
It is unfortunate that we in law enforcement cannot predict the time and place when we are involved in a life or death confrontation with suspects, I wish we could. When I got home that night, all I wanted to do was hold my little girl because I promised her, the first time I held her, that I would always be there for her and see her grow up. I cannot imagine being without my family. That day haunted me for a very long time.

Mr. McConnell, I am amazed to read you noting your many credentials and stating that you had more education than probably the whole sheriff's dept. It is obvious you did not get to know many of your co-workers while there. My husband worked there and has a notebook full of certificates, awards, and a college degree, A BS in Criminal Justice. He did not drink the cool-aid and was promoted as he earned it. He is not a liar, thief, or underhanded. Deputies work at the discretion of the Sheriff who is elected by the people. When a new Sheriff is elected everyone in the Dept. will have to re-apply for their job under a new sheriff. They will be asked to follow the policies he sets forth during his administration.He answers to the people that elect him. If you wanted to work for Civil Service for the protections afforded you, you should have not left Shreveport. You, like others left Shreveport because most likely the lucrative salaries that were being afforded deputies at BSO compared to Shreveport and the low crime rate in Bossier Parish. I commend you for stepping up to the plate and bringing the awareness you have to the Dept. but not all is negative and you need to remember and get to know more than a handful of deputies that work there. Some of them are respectable family oriented people who appreciate having a job with a decent wage. I agree secretaries do not need to be making the kind of money these people make. But, if you look in the private sector you will find the same kind of favoritism. You need to educate yourself who the employees that worked for the dept. that raised it to the level of professionalism it is today. No man is an island. Your only as good or bad as the people you surround yourself with. Wasn't Chief Rittenberry, Retired SPD, Sheriff Deens main advisor. Why does everyone fail to mention him. Anyone who worked for the BSO for ANY length of time knows that educational opportunities at the BSO have nothing to do with ability and everything with who you are....just like job placement!
Are you all aware that women are still not allowed to ride patrol? There are female Deputies in Patrol cars but they serve Civil papers and are NOT ALLOWED to answer calls for assistance!
Someone commented that Deputies pay was based off of months or years of service! Where did you get your information? Because I ASSURE YOU THAT STATEMENT IS INCORRECT!!
I know Deputies who have been with the Sheriff's office as long as the Sheriff has been in office who make THOUSANDS less than some who have been there 5 years!
It isn't what you know...it is who your Daddy or Uncle or Brother in law is and if you are a female...you have to work ten times harder!
I know that emotions are running high....they usually do in matters like this but I ask you all to look at experience and credentials! Just because someone has held a position of authority in the BSO doesn't mean that they have EVER been on the streets fighting crime!
Make an informed decision! Go to the courthouse to the clerk's office and pull records! EVERYTHING is public record! Go to the Federal Courthouse and pull lawsuits against the Sheriff and the BSO for discrimination..INFORM YOURSELF! Let's stop the mud slinging and be adults!
This is a serious matter! I personally would like assurances that whoever is elected to the Office of Sheriff will be fair in hiring practices and promotions! Testing for job placement and Rank!
If YOUR Sheriff isn't fair with his own people how can you expect him to be fair with you? If having the right name or relative or gender is the way he makes decisions to promote or place his Deputies then what do you think will happen when YOU...John or Jane Q. Public are in trouble? Do you think that you will be treated fairly?
I personally think we need a new administration in the BSO...the old one is based off of "GOOD OLE' BOY" politics....Can Mr. Whittington or Mr. Dempsey promise that they will operate this Department different than it has been operated during their tenure?

I had a friend make the comment to me the other night that Doyle was going to win because his church is huge and they would all support him. I told her point blank I thought that was laughable! You would choose your Sheriff simply on the basis that you go to church with him? What about experience? What about ability?

I find, after being at work all day, that this forum has grown lengthy in my absence. Some good posts, some not so good, but I can see that the hecklers that are posting may well do you in by death from a thousand cuts. A jab here, a jab there.
I have not made up my mind as for whom I will vote to fill the position of Sheriff, but I will keep an open mind.
It is obvious that you are not a politician from your post about your background and experience. You came off sounding arrogant, which I do not believe you intended. A politician is arrogant and does not lend himself to saying so. His actions give him away. An unpolished speaker oft times unintentionally speaks before thinking, which is human nature and understandable. I understood the message and received it the way it was intended, but I also see where your post has offended some.
I believe that your heart is in the right place and that you have cultivated lasting friendships at both the BPSO and SPD.
Now on to the reason for this post. Being a psychologist, I see that "groupthink" is developing within these postings.
Let me explain: "Groupthink" occurs in settings where the alphamale or female (this could be the most aggressive, biggest, or even the most obnoxious person) in a group of people that has been assigned the role of leader.
The leader says something or makes a suggestion by way of admonition and the others in the group all agree, without questioning the thought process or authority of the leader. What happens is that the group is now only identified by the leader and not by the different individuals within the group. No one thinks for themselves anymore and only go on the thoughts and ideals of the leader.
Herein lies the problem: The leader makes a decision and everyone in the group says, "Good idea!", without any forethought as to what consequences lay ahead due to the implementation of that idea.
What I am trying to say is that just because someone says that we should all play in the middle of a highway, does not mean that it is a good idea to do so.
"Groupthink" is dangerous because we forget how to think for ourselves and go along to get along.
In conclusion, I urge everyone posting to keep an open mind and not listen to the hecklers. They have an axe to grind and are attempting to instill "Groupthink" so that we lose our individuality.
Listen to all of the candidates. Give them your undivided attention and vote your conscience when the time comes.
There truly are a lot of fed up employees within the department who cannot speak out for fear of losing their jobs or being demoted to a less desirable position. If being labeled disgruntled because of so much unfairness, then so be it. There truly is major problems with the promotional system in place there and that is fact. Promoting people because of family, money given to "Deen's Deputy" program and so forth is just wrong. There is truly something wrong when someone is hired and then promoted to a rank with little or no experience. McConnell speaks truth about some of the major problems in the department, but McConnell needs to learn some political tact. He must learn to balance the two. No favorotism, just tact.ReplyDelete
Dempsey has no experience in law enforcement whatsoever. He is a good guy, but has no business running for the Office of Sheriff. Get some experience Dempsey and run after you have become a seasoned Officer who truly understands your subordinates perspective of honestly working their way up the chain. You disgust quite a lot of Deputies who have worked many years more than you. Their families who have suffered the loss of their moms and dads throughout their careers because they put in their time working the grave yard shift or got called out to work a crime during a tee ball game and so forth. They took the job and knew what it was about, but fare is fare. You should have had to endure some of this just like the others and earned the respect of your peers. You have had things handed to you on a silver platter and can never understand how it feels to walk in the shoes of those who have paid their dues.

It was not my intension to offend you, your husbands or anyone else and I apologize. I should have been more clear in my post and re-read it for mistakes prior to sending it. I worked with very professional deputies who were and are dedicated to this job. I will not nor will I ever disrespect the deputies of the Bossier Sheriff's Office. What I am trying to convey is that the department's administators are to blame for the lack of deputies training. Once they graduate the academy that is were most deputies training ends. Many deputies who knew I was going to run for Sheriff, voiced their concerns about not being able to recieve more training. Your husband knows better than anyone else that the more training you have, the better you are. The problem with gaining more training is that the ones above you become threatened.
I want the deputies both men and women to have any training that they want. In Meredian MS, the federal government has instituted FREE training for law enforcement at the Reginal Counter-Drug Academy. They give training in Patrol Techniques, Patrol Spanish, Meth Labs, Advanced Search and Seizure, Patrol Response to Crimes in Progress, Interview and Interogation, the list goes on and on. There is no reason not to take advantage of this free training. Is it so bad that I want everyone well trained? Why is it so hard for administrators to be good to their people?
When I gave my credentials, I was meerly trying to make the point that I have the experience to fill the job as Sheriff, not to degrade anyone especially my friends at the department.

In reference to your statement of going to work for the S.O. for better pay:
When I left the Shreveport Police Department, I was 9 out for Sergeant and I would have put on the stripes later in the year or the following year. I was making $60,000+ a year with overtime and took a $20,000 a year cut in pay when I hired on with the Bossier Sheriff's Office. Yes, I hired on at $40,000.

About the pay. I do not know who sets what but I did a google search and found on the Times website that in 2008 Deen made $155113.06 in TOTAL WAGES AND BENEFITS. That same year PRATOR only made $104780. I think Prator has done a much better job. Why would he make $50,000 a year less? This same year Whittington made $109421.73 and Doyle made $69409.51. Seems thik a lot of money. I would also like to see what they have spent there money on. The world on the street is Deens office is the best man cave ever. Those men in the "house" should had stood up as Mike did and said this is too much. I hate getting my tax bill and knowing that MY money is being spent like this.ReplyDelete

Anonymous....African American Deputies who are on patrol are generally assigned to areas that are predominantly inhabited by African Americans...at least that is the way it was when I was there...As far as the Sheriff's salary....I always thought that it was based off of parish size and population...and yes...it is set by the state government.ReplyDelete

Deen's salary is just a drop in the bucket compared to what he puts away via that church. I personally know people who have gotten their children out of legal problems by making a "donation" to that so-called church. I worked with a young man who tried for years to get on with BSO and couldn't. One day he walked in to tell me bye, he was going to work in the plain dealing jail for the BSO. I made a comment like "well you finally got hired, congratulations." His answer was, yes, he had joined Spirit Wind church and made a large contribution.ReplyDelete
