Rock Solid, the company that is operating the day camp at Calvary Baptist Church has also been operating after school facilities.
After Rock Solid failed to inform parents of the nature of the 'incident' that occurred at their day camp, namely the alleged rape of an 8 year old by a 14 year old, I did some checking.
Rock solid, on their website, says: We run on a 6 to 1 camper to counselor ratio and guarantee both the safety and growth of your child.
The State of Louisiana requires that day care operators be licensed. Their definition of day care is:
A Child Day Care Center - any place or facility operated by any institution, society, agency, corporation, person or persons, or any other group for the primary purpose of providing care, supervision, and guidance of 7 or more children, not including those related to the caregiver, unaccompanied by parent or guardian, on a regular basis for at least 12 1/2 hours in a continuous 7-day week. Related or relative is defined as the natural or adopted child or grandchild of the caregiver or a child in the legal custody of the caregiver.
Louisiana DSS has a website with a list of all licensed daycares in Caddo Parish. Rock Solid is not listed.
Calvary Baptist has announced that Rock Solid will not operate their after school program on their property this fall.
There are still a lot of unanswered questions.
1. Why did Calvary allow them to operate on their property without being licensed? Calvary's daycare is properly licensed and in good standing.
2. Why, with a staff ratio of 6:1 was a 14 year old able to get to a place with an 8 year old where this could happen?
3. And once again, why weren't parents of children attending the camp informed of the nature of what Rock Solid described as an 'incident'.
There are a lot of angry parents out there demanding answers, and I hope they are forthcoming.
It is outrageous that they did not call every parent in the program and let them know what happened. This is not headed in a good direction.
ReplyDeleteOK, serious guys...how does an organization with an impeccable record end up at this place where everyone is now ready to lynch mob them? So, I did some research, rock solid is in good standing and has actually worked with the state child licensing and were deemed by legal counsel to be a rec facility versus a daycare. As for calling every parent (bc I am one and have asked the hard questions to RS), a letter was put out bc of the sensitivity and nature of an investigation that involved minors and RS was directed that if they spoke of "what really happened" they would be under legal liabilities...I guess I as a parent felt better when I heard from the CEO, "I cant tell you exactly what happened, but if I could, you would fee so much better." It kind of convicted me from the sense that maybe as a community if we stopped grabbing the "juice" and spent that time getting all the facts, maybe less victims would be traumatized by events that happen in their lives.

This is a serious situation and I think the "counselors" as they are called and the CEO should be held legally responsible. I also do not understand why rock solid is a 501C not for profit organization when they are clearly for profit. There are not a recretional camp if they operate a "camp" every week of the summer, that is a day care. I think all of these so called "camps" in the Shreveport Bossier City area should be put on notice. It is not fair for regular daycares and business to have to follow one set of rules, and the the ones who find loopholes another. Now you see what happens the safety of a child was compromised. Thank goodness no one was killed.

I am a parent of a 7 year old child that attends RS. We were NEVER notified of the "incident" until the day after KSLA reported it! I am outraged!
